S-39 Emergency Communications Center Barnstable County Sheriff’s Office Developed by the Barnstable County Sheriff’s Office, under the direction of Sheriff James M. Cummings, and in cooperation with: local Police and Fire Agencies, Cape and Islands EMS, the mobile ECC provides an invaluable communications resource, to the Public Safety Community. MERGING AGENCIES During multi-agency events such as: multi -alarm fires, search and rescue operations, surveillance, apprehension missions, large fairs and public exhibitions, communications between agencies can be a challenge. Depending of the situation many responding agencies are on a multitude of different frequency bands. The ECC supports the ability to merge these communications networks onto a common communications platform, allowing everyone involved to communicate effectively.
EFFECTIVE COMMUNICATIONS The interior of the vehicle supports a two (2) position dispatch center, providing access to 16 radios, which cover the full spectrum of communications frequencies employed in the public safety field. Communications on the Statewide Trunking System, Military Networks, Conventional 800 MHz Systems, Low Band, High Band and UHF frequencies as well. The ability to transmit paging tones for various agency alerting systems, supplements the flexibility of the communications package.
Conference Area Telephone, Video and Computer Screens, AC/DC Power Outlets, Patch Panels, Audio and Video Recording & Playback Capabilities, Plus DSS Satellite Support.
ICS SYSTEM SUPPORT: Additionally, the vehicle provides a strategic conference room, allowing 4-5 people to meet comfortably to access scene situations and develop strategies. Incorporated in the room, are the video systems, the ability to patch up to four radio communications channels, full telephone service access and Internet. Included , is a complete computer system containing a Mobile Data Terminal, HAZMAT programs, mapping software, response protocols and other related data files and programs. Proper vehicle identification through universal outside marker lighting is also provided, to be compliant with the ICS System.
Both Dispatch Positions Multiple Two-Way Radios in the center console, with switching and patching bays at the bottom. ACU-1000 Gateway provides radio cross patching between services.
ADVANCED TECHNOLOGIES Many high-tech features are incorporated within the communications systems. To enhance coverage on any of the communications channels, a 42 foot telescoping mast is built into the truck, which supports three wideband base style antennas covering 140 Mhz - 890 MHz. DSS Satellite reception allows 24 hour news and weather updates. Off air reception of the video down link from the Mass State Police aircraft is built in, as well digital video recording and playback. Video down link systems are on board to capture and display imagery from the BCSO unmanned drone. This provides ICS staff with live overhead video feeds from both it’s standard and FLIR cameras. Up-Link and Down-Link System, for live IT networking of dispatch systems and Internet access. All signals can be feed to an external connector panel, as well as the ability to accept external video/RF resources.
