The Schematic Design documents (dated August 12, 2015) consist of: Site Plan Building Massing Studies First Floor Plan Jail Housing Pod - First Floor Plan Jail Housing Pod - Mezzanine Plan The Schematic Design documents illustrate the scale and relationship of the Project components. As the final step in Schematic Design Phase, we request a signature by Pierce County approving the Schematic Design documents. The design illustrated in the Schematic Design documents will provide the basis for Potter Lawson to begin the Design Development Phase of this Project. It is important for Pierce County representatives to review and forward written comments on these documents along with your approval, so that adjustments to the design can be made during the Design Development Phase. Market & Johnson will begin a Schematic Design construction cost estimate based on the Schematic Design documents and other information provided in meeting notes. When the estimate is completed a meeting will be scheduled to review the construction cost estimate. Please sign and return a copy of this letter to Potter Lawson. Typical 4” slab-on-grade reinforced with welded wire fabric will be used in the Sherriff office areas. Typical 6” slab-ongrade reinforced with welded wire fabric will be used in the Jail Administration and Housing Pod areas for support of interior CMU partition walls. Thickened reinforced concrete slabs will be provided at highly loaded areas, below interior CMU partitions in the Sherriff office area and at depressed slab locations. Slab depressions will be provided as required for flooring, equipment, etc. Membrane type vapor barrier will be provided below the slab. Basement wall construction shall consist of cast-in-place concrete walls with waterproofing and perimeter drain tile placed at the base of the wall. Backfill along the wall will be a clean compacted granular fill material. Housing Pod Construction Floor construction will be 6” thick precast hollowcore slabs bearing on masonry bearing walls. A 2” concrete topping with fiber reinforcing will be placed on the hollowcore slabs to provide the finished floor surface. There will be a ceiling/cap over the second floor cells consisting of 6” hollowcore slabs bearing on masonry bearing walls. Floor construction in the pipe chase behind the cells will be steel bar grating supported by a combination of masonry bearing walls and conventional wide flange framing. Page 4 I Potter Lawson Roof construction will be 1 1/2” steel roof decking supported by standard k-series bar joists at 5’-0” oc. The steel bar joists will be supported by masonry bearing walls and conventional wide flange framing, where required Walls around the secure perimeter will be 8” CMU, grouted solid with bars at 16” oc minimum. Sheriff and Jail Administration Construction Roof construction will be 1 1/2” steel roof decking supported by standard k-series bar joists at 5’-0” oc. The steel bar joists will be supported by masonry bearing walls and conventional wide flange framing, where required Concrete masonry shear walls will be utilized for the lateral system. The locations and sizes will be determined during the Design Development Phase of the project. Geotechnical testing and inspection will be required during the construction to verify the actual on-site soil conditions prior to concrete placement Live Load Typical 100 psf Cell Blocks 40 psf Mechanical Spaces 125 psf Snow Load Typical 40 psf Drift Loads The locations and magnitudes will be determined during the Design Development Phase of the project. The service entrance will be on the southwest side of the building entering in the southwest mechanical room. A double check valve style backflow preventer will be installed on the fire protection service entrance to protect the drinking supply from the fire protection water. A fire department connection will be provided at a location determined by the fire department. The entire building will be sprinkled. Density of coverage will be based on NFPA 13 requirements with most areas being light hazard. Ordinary Group 1 hazard level will be assigned to areas such as janitor closets, mechanical rooms, laundry and kitchen. Ordinary Group 1 or Group 2 will be applied to storage areas depending upon the materials and height of storage. Electrical rooms and closets will have two-hour rated walls instead of sprinklers where allowed by the International Building Code. A double interlock preaction system will be provided for the secure jail cell areas. The system will be dry-type with both heat and smoke require to release water to each zone. Main telecom/security rooms with equipment racks will be provided with either a clean agent fire suppression system such as an FM200 system or a double interlock preaction system. Institutional type ceiling or sidewall sprinklers will be installed in all secure areas. Non-secure area sprinklers will be provided with concealed or recessed pendent type in ceilings and pendent, upright or sidewall in exposed spaces. Piping will be schedule 40 black steel for all wet pipe system. Piping will be schedule 40 galvanized steel for all dry-pipe systems. Joints will be screwed or flanged on piping 2” and under and mechanically coupled grooved on piping 2 1/2” and larger. Page 8 I Potter Lawson The Vehicle Sallyport will be provided with a dry-pipe system since there is a greater chance of freezing the pipes with the overhead garage doors. Any exterior overhangs requiring sprinklers due to construction will be provided with dry type sprinklers were possible or a drypipe system will be provided. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 3 PLUMBING SYSTEMS Potter Lawson I Page 9 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 3.0 PLUMBING SYSTEMS WATER SERVICE A 6” combined domestic water/fire protection entrance will enter the building in the southwest mechanical room. The water service and fire protection will split inside the building and the fire protection piping will be provided with a backflow preventer. The water service to the building will also be provided with a backflow preventer per Chapter 13 of the Village of Ellsworth Ordnances. HOT WATER GENERATION Domestic hot water will be provided by two high efficiency condensing gas fired water heaters located in the same room as the boilers. A hot water storage tank will also be provided. Approximately 1,000 gph of domestic hot water with a 100°F rise will be required but will be confirmed during design when additional information is available. The water will be supplied at 140°F to accommodate the higher water temperatures required in the kitchen and laundry spaces. A master mixing valve will mix the domestic hot water to 120°F for distribution to the public plumbing fixtures and another will mix the domestic hot water to 105°F for distribution to the detention fixtures. WATER SOFTENING New water softeners will be installed in the southwest mechanical room to soften the water used for both domestic hot and cold water. The water softeners will be a duplex or triplex style softener with automatic electronic controls to maintain a maximum water hardness of 2 grains per gallon. WATER DISTRIBUTION Distribution piping will be copper piping for 4” and smaller with either solder fittings or mechanical press connection. Mechanically coupled grooved piping will also be allowed in copper piping 2 ½” and larger. Another contractor option would be to provide schedule 5 stainless steel piping with mechanical press connections as a cost saving measure. All domestic hot water piping 1 1/2” and smaller will be insulated with 1” glass fiber pipe insulation. Domestic hot water piping 2” and above will be provided with 1 1/2” glass fiber pipe insulation. All domestic cold water will be insulated with 1” glass fiber pipe insulation. Page 10 I Potter Lawson Domestic cold, hot and circulation piping will be sized to accommodate the future addition with shut off valves and caps provided for easy connection. These will be provided at the north end of the building near the lobby for 120°F domestic hot water and circulation with cold water near the north end of the housing pod. Domestic hot water and circulation at 105°F will be upsized near the female locker Huber area for future routing to the housing pod addition. A hot water circulation pump will be provided to circulate 140°F hot water to the kitchen and laundry. A second hot water circulation pump will be provided to circulate 120°F hot water to all non-detention plumbing fixtures. A third hot water circulation pump will be provided to circulate 105°F to all detention plumbing fixtures. A hydrant test will be required to determine the available water pressure for domestic water usage as well as fire protection. A pressure booster may be required due to the water softener and required pressure of the plumbing fixtures located on the second floor of the building. If a booster pump is required, it would be a skid mounted duplex system with each pump sized for 100% capacity. The booster pump would be located in the water service room. BACKFLOW PREVENTERS Reduced pressure principal backflow devices will be required at the HVAC system make up connections, kitchen equipment and chemical dispensers. The main water service will also have a double check backflow preventer as required per village ordnances. FIXTURES Stainless steel security fixtures from Acorn, Willoughby or Metcraft will be provided for all detention areas including the jail cells and holding rooms in booking and in the pre-booking area. Pinned cleanout plugs will be utilized. Pneumatic meter or other metering methods will be provided to save water. Low flow showers will also be utilized to reduce water usage. All security fixtures for the building shall be from the same manufacturer. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Vitreous china fixtures will be provided in non-detention areas. Toilets and urinals will typically be wall hung with hard wired sensor operated flush valves. Lavatories will typically be wall hung with hard wired sensor operated faucets. ADA lavatories will be provided with pre-manufactured insulation kits and offset drain and tailpiece. Low flow fixtures will be provided to reduce water usage. Dual flush water closets will be used, 0.5 gpf urinals will be used and 0.5 gpm lavatory faucets. Sinks will typically be stainless steel self-rimming with Chicago or Symmons faucets of types applicable to the use requirements. Janitor closets will be provided with 24x24 molded stone mop basins with stainless steel drain, mixing faucet, vacuum breaker, hose bracket and mop hanger mounted above. Floor drains will have cast iron bodies with nickel bronze tops and deep seal traps for non-detention areas. Cast iron bodies with nickel bronze tops, deep seal traps and vandal proof screws will be used for secure floor drains in the detention areas. A flushing floor drain with deep seal traps and remote flush valve will be provided for padded cell in booking. Boiler room drains will have acid resistant polypropylene body and grate due to the acidic nature of the drains from condensing boilers. Drains will be provided in all bathrooms and multiple drains will be provided in the mechanical rooms. EMERGENCY FIXTURES Eye wash or eye wash/shower fixtures will be installed in the boiler room and other locations as recommended by the owner or architect. A large floor drain with trap seal will be provided under the emergency fixture. DRAIN WASTE AND VENT PIPING INCLUDING CLEAR WATER WASTE AND STORM Cast iron sanitary piping will be used for all above and below ground sanitary. Sanitary joints shall be compression gasket style or no-hub. Vent piping shall be cast iron or copper with compression gasket, no-hub or soldered joints. All grease laden sanitary piping shall be stainless steel or extra heavy cast iron upstream of the grease interceptor. Storm piping shall be cast iron or schedule 40 PVC-DWV/ABS-DWV for all above and below ground piping. Above ground clear water waste piping may be cast iron or copper drainage piping. All underground sanitary and storm piping will be sloped at 1/8”/ft minimum for 4” and larger and 1/4”/ft minimum for 3” and smaller. Grease laden sanitary will be sloped at a minimum of 1/4”/ft upstream of the grease interceptor. All sanitary will leave the building in the southwest corner and route to the west where the sanitary main is located. The sanitary and grease laden sanitary piping will be combined after the grease interceptor. A 6-8” sanitary main is anticipated. Storm piping will be routed from the building and taken to the site by the civil engineer. No city storm is available so all roof drainage will need to be treated on the site. It is anticipated the roof drainage load will be around 2000 gallons and require a 1214” storm pipe if a single outlet is required. Multiple outlets may be required depending upon site conditions. GAS PIPING Gas piping will be provided by the Plumbing Contractor from the gas meter to all equipment within the building. It is anticipated the gas meter will be located on the south wall of the southwest mechanical room with a 2 psi outlet pressure. Coordination with utility company, WE Energies, hasn’t occurred but we will coordinate to size service main to building to accommodate future housing pod and courts. If meter size can also be sized for the future additions, that will also be planned. If meter size can’t be sized for the future additions, accommodations for future meter replacement will be made. Piping will be routed to the boilers, water heaters, kitchen equipment and laundry equipment. A gas shut off valve will be provided for the kitchen and interlocked with the grease hood fire suppression system. Gas pressure regulators will be provided at each boiler and water heater. Potter Lawson I Page 11 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Regulators will also be provided at the laundry and kitchen as needed for the equipment with the option of reducing the overall pressure to 7-14” with a single regulator if all equipment requires that gas pressure. Gas piping will be standard weight black steel with threaded and coupled fittings for all piping 2” and below. Gas piping 2 1/2” and larger will be standard weight black steel with welded fittings. ROOF DRAINAGE Roof drains will be coordinated with locations indicated on the architectural plans. Preliminary estimates are one roof drain per 4000 sq. ft. sized at 6 inches. Piping will be routed above ceiling and grouped together where feasible prior to dropping below ground. Secondary roof drains will also be provided if scuppers are not available as a means for secondary roof drainage. CLEAR WATER DRAINS Clear water waste hub drains with trap seals will be located at each mechanical piece of equipment with cooling coils such as the air handling units and computer room units. Clear water waste drains will also be provided for cooler and freezer drains in the kitchen and as required per code. The clear water waste system shall be trapped and vented per code requirements. The clear water waste system will connect to the storm drainage system underfloor. GARAGE CATCH BASINS Garage catch basins will be located in the vehicle Sallyport and Sheriff Garage with a trench drain connected into the catch basins. GREASE INTERCEPTOR An exterior grease interceptor will be provided for the kitchen. Sizing will be per SPS 382 based on the number of meals served per day, meal services per day and the hours per day. Preliminary estimates indicate a tank size of 3,000 gallons. The interceptor will be located near the loading dock on the southwest corner of the building. Page 12 I Potter Lawson LAUNDRY INTERCEPTOR A trench drain or trough will be provided behind the washing machines and sized to hold one full discharge from all washers. The sanitary from the trench drain will be routed to a laundry interceptor. A laundry interceptor will be provided in the laundry facility and will be sized per SPS 382. HOSE BIBBS Freeze-proof and lockable hose bibbs will be installed on the exterior or the building at intervals of approximately 150 ft. These locations will be determined after review with site landscaping and owner requirements. Interior hose bibbs will be installed in mechanical rooms, plumbing chase of the housing pod, and other areas as recommended by the owner or design team. SUMP PUMPS A duplex sump pump and basin will be provided for the elevator pit with pumps sized per the Wisconsin Elevator Code. Duplex sump pumps will also be provided if required/recommended based on the geotechnical soil report for footings or foundation drain tile systems. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 4 HVAC SYSTEMS Potter Lawson I Page 13 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 4.0 HVAC SYSTEMS HEAT GENERATION A mechanical room will be located at the southwest corner of the building in the jail administration area. Natural gas fired high efficiency condensing style boilers with a minimum turn down of 5:1 will be provided. The basis of design will be Aerco Benchmark boilers. Camus boilers will not be allowed per discussions with the owner. The anticipated building load is about 2,500 MBH based on preliminary estimates. Two boilers will be provided, each at 1,500 to 2,000 MBH depending upon the final load to provide a degree of redundancy. Space will be allocated in the mechanical room for the addition of a third boiler to accommodate the future courts addition and jail pod addition. The boilers, boiler controls and associated pumps will be on emergency power. The boiler room will be required to have two exits per building code and will require CSD-1 controls and emergency shutoffs at the exits per SPS 341. The heating water supply temperature will be 140°F with a return temperature of 110°F to provide condensing year round to capture the most efficiency out of the boilers. An outside air reset schedule will also be utilized to reduce the supply temperature as the outside air temperature increases. A master boiler controller will be provided by the boiler manufacturer to control fire rates and enable/disable the primary pumps, though it will also be integrated with the building automation control system. The building automation system will provide the heating water enable/disable function, heating water supply temperature setpoint and will also control the secondary heating water pumps. The boilers will operate year round to provide reheat to rooms to prevent over cooling where code mandated ventilation requirements exceed the cooling demand. HEAT DISTRIBUTION A primary/secondary pumping system will distribute water for the heating system. Piping mains in the boiler room and out to the north end of the jail pod area will be sized for the future addition and will have taps installed for future connection. A primary pump will be provided to pump through each boiler. Primary pumps will be constant volume in-line pumps to minimize the Page 14 I Potter Lawson space required. Two secondary pumps will be provided, one which will be fully redundant. Secondary pumps will be variable volume base-mounted end suction pumps for ease of servicing with moderate space requirements. The variable frequency drive (VFD) for the secondary pumps will control a differential pressure in the heating water piping to reduce energy usage. Distribution piping will be copper piping for 2” and smaller with either solder fittings or mechanical press connection. Piping over 2” will be standard weight black steel with flanged, buttwelded or grooved type fittings. All heating water piping will be insulated with glass fiber pipe insulation. Piping 1 1/2” and below will be provided with 1 1/2” insulation and all piping 2” and above will be provided with 2” insulation. Inline coil pumps will be provided on any 100% outside air heating coils or those with high percentages of outside air to help with freeze prevention. The pumps will be enabled if the outside air temperature is below 40°F. COOLING GENERATION A single packaged air cooled chiller will be provided for cooling of the building. The estimated building load is approximately 150 tons based on preliminary estimates. The chiller will be located on the roof above the southwest mechanical room with the chilled water pumps located in the southwest mechanical room below. Screening of the chillers will be provided if needed based on future acoustical calculations and architectural discussions. Provisions will be made to allow a future chiller to be added to the roof when the additions occur. The basis of design will be Trane chillers. Chillers will be provided with glycol to avoid the yearly maintenance required of draining the chillers and air handling unit chilled water coils. Ethylene glycol at about 3540% will be installed in the chilled water system. Piping over 2” will be standard weight black steel with flanged, butt-welded or grooved type fittings. All chilled water piping will be insulated with glass fiber pipe insulation. Piping 1 1/2” and below will be provided with 1 1/2” insulation and all piping 2” and above will be provided with 2” insulation. HEATING OF NON- VENTILATED AREAS These areas are generally entries, storage rooms, mechanical rooms and similar areas. These areas of the building will be heated with cabinet unit heaters, convectors, unit heaters as applicable to the space served. The heating source will be heating water. BUILDING HEATING, VENTILATION AND AIR CONDITIONING In general, all spaces will be designed for 74°F cooling setpoint and a 70°F heating setpoint. Outside air design conditions will be -25°F for winter and 86°F dry bulb/75°F wet bulb per the Wisconsin Administrative Code - SPS 363. Ventilation and exhaust will be provided to meet the more stringent of the Wisconsin Administrative Code - SPS 364. The basis of design will be Trane Performance air handling units. Ductwork will be rectangular or round galvanized steel with a duct seal class of A unless noted otherwise. A minimum of 25% of ductwork with a +/-3” or greater pressure class shall be leak tested per ASHRAE 90.1-2007. All ducts used in smoke control systems will be leak tested to 1.5 time the maximum design pressure. Supply ducts upstream of VAV boxes will be +3” pressure class and insulated with 1 1/2” flexible fiberglass insulation. Supply ducts downstream of VAV boxes will be +2” pressure class and may be insulated with 1 1/2” flexible fiberglass or 1” of flexible fiberglass liner to reduce sound levels. Return duct will be uninsulated unless required for acoustical reasons within 20’ of the air handling units. Outside air ducts will be insulated with 2” semi-rigid fiberglass board wrap. Relief/exhaust duct between the relief damper and louver will be insulated with 1 1/2” flexible fiberglass wrap. Fire dampers, smoke dampers and fire/smoke dampers will be provide as required per code. Duct access doors will be provided at all dampers, louvers, coils and other equipment requiring service inside the duct. Duct silencers will be provided as needed to provide acceptable sound levels in the spaces. Vehicle Sallypor t/Sheriff Parking Garage An exhaust fan and intake hood/louver will be provided to ventilate and exhaust these spaces. The space will be heated with unit heaters to maintain a space temperature of 55°F. The space will not be cooled except with economizer when free cooling is available. The exhaust will be size at 0.75 cfm/sqft of garage space. Carbon monoxide and nitrogen dioxide monitoring will be provided to enable the exhaust as required when gas levels buildup in addition to operating a minimum of 5 hours/day as required per SPS 364. This will help reduce the overall energy usage of the building. Potter Lawson I Page 15 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Food Ser vice A modular indoor makeup air unit will provide ventilation air to the kitchen and a grease exhaust fan will be connected to the kitchen hood to exhaust the kitchen. The makeup air unit will be located in the penthouse south of the housing pod. A separate exhaust fan will be provided and connected to the dishwasher condensate hood. The kitchen consultant will be recommending demand controls for the kitchen hood so the exhaust fan and makeup air unit would have VFDs to vary the air flow based on the kitchen hood demand. The makeup air unit will be interlocked with the kitchen hood so it operates whenever the hood is on. The condensate exhaust hood will be interlocked with the dishwasher so it operates whenever the dishwasher is in operation. The kitchen will be heated to 68°F and cooled to 76°F. The makeup air unit will consist of a supply fan, cooling coil, pumped heating coil and filter bank with MERV 7 and MERV 13 filters. Grease exhaust duct will be black steel where in the plenum and wrapped with fire rated insulation up to the exhaust fan. Grease duct exposed in the kitchen will be stainless steel. All ductwork from the dishwasher condensate hood will be stainless steel. A separate return duct to the makeup air unit may be provided to recirculate and heat/cool the kitchen when the kitchen hoods are not in operation if require based on the kitchen usage. Further discussions on kitchen usage with the owner and kitchen consultant will be required to make the final decision. Jail Housing Pod & Jail Administration An air handling unit will be provided to serve the jail pod and a separate air handling unit will be provided to serve the jail administration area. Both units will be located in the mechanical penthouse on the south side of the housing pod. These units will be variable volume air handling units delivering cooled and dehumidified supply air to individual zones controlled by a variable air volume (VAV) box with reheat coils. Fan powered VAV boxes may be required if heating loads indicate the VAV box is unable to deliver adequate heat at 30% of maximum cooling air Page 16 I Potter Lawson flow as required per energy code. An alternative heating method would be to use a VAV box and fin tube radiant heating if needed. The air handling units will consist of a supply fan, return fan, pumped hydronic heating coil, hydronic cooling coil, air blender, economizer section, angled MERV 7 filter bank and a MERV 13 cartridge filter bank. The return fan may be an inline fan so it can be rated for a smoke control system. The economizer will allow up to 100% outside air for “free cooling” when weather conditions allow. Energy recovery will be provided where code required and may also be utilized as an energy efficiency method to transfer heat from the bathroom exhaust to the ventilation air. Energy recovery is required per code if the air handling unit requires more than 70% outside air and is over 5,000 cfm. The current building envelop and internal loads are not developed enough at this point to determine if it will be code required but we anticipate it may be close. If energy recovery is utilized, a heat recovery wheel would transfer energy from the exhaust air stream to the outside air stream to reduce energy usage. Air flow measuring stations will be provided for the supply and return fan to allow fan air flow tracking to control the fan VFDs. An outside air flow measuring station will be installed in the outside air duct and used to modulate the outside air damper to provide the require ventilation. These air handling units will also be part of a smoke control system which is code required for windowless institutional occupancies. The air handling units and all associated controls will be on emergency power. The fans will have 1.5 times the number of belts required for the design duty, have motors with a minimum service factor of 1.15 and selected for an appropriate operating temperature. All wiring for these units as well as control wiring shall be fully enclosed within continuous raceways. All controls shall comply with UL 864 and listed as smoke control equipment. Each smoke zone will have smoke dampers where the ducts penetrate the barrier. Smoke pressurization method Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility or exhaust method is anticipated to be utilized as a means of smoke control. The fire zone will be under negative pressure and the adjacent zones will be positively pressurized to contain the smoke to a single zone. Further review of the smoke control design and number of zones will be determined during design development after discussions with staff on how they plan to evacuate inmates from the smoke zones. Contractor shall be responsible for providing the special inspector and completing all special inspections and commissioning of the smoke control systems as required per Section 909 of the IBC. Sheriff and Lobby Area A modular indoor air handling unit will be provided to serve sheriff building and the lobby area. The unit will be located in the mechanical room on second floor at the south end of the sheriff building. The unit will be variable volume delivering cooled and dehumidified supply air to individual zones by a variable air volume (VAV) box with reheat coils. Fin tube radiant heating will be provided in all exterior rooms to handle building envelope losses while meeting energy code limitations on reheat. Rooms with similar exterior exposure and function will be grouped into two to three rooms per VAV box to reduce overall costs. Demand controlled ventilation will be provided to vary ventilation rates for spaces as required per SPS 363. These rooms will be served from the Sheriff Office air handling unit but will also be provided with their own split system cooling units and electric heat as part of the NEC 708 design. The heating and cooling will be on emergency power. Telecom/Security Rooms The main critical technology and security rooms will be provided with a computer room unit and backup VAV box to provide redundancy. The computer room unit will provide conditioning including cooling, dehumidification, humidification and heating. The computer room units will be on emergency power. Liebert units will be used as the basis of design. The critical rooms will be identified during the design development phase. Smaller non-critical technology and security rooms will all be provided with VAV boxes to provide conditioning including cooling and dehumidification. Humidification will not be provided. Space temperature will be controlled to maintain space temperatures around 68-72°F with a maximum humidity of 55%. These space conditions will be confirmed during the design development phase. CONTROL SYSTEM The owner would prefer to utilize Trane controls to match existing facility controls. However, county tax payer money is being utilized and other manufacturers will likely be allowed to bid the project. Since the building is located at a new site, a standalone control system with online internet access will be provided to allow access from other facilities if required. The controls may either interface with the existing control system or may have its own interface. All controls will be DDC with electric actuation. All new controllers shall be BACnet or LonTalk Protocol to allow for a non-proprietary control system. All computer room units, boilers and VFDs shall be integrated via BACnet, Modbus or LonTalk. EOC and Dispatch: Controls shall include graphics of each new system, data Potter Lawson I Page 17 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility collection and trending, and database backup and storage. A new operator workstation shall be provided in one of the mechanical rooms or a maintenance office. Remote access to the control system shall be provided. All components of the smoke control system shall also comply with IBC 990 and UL 864 and listed for smoke control equipment. A fire-fighters smoke control panel will be provided per IBC 909 in a location approved by the fire department. Page 18 I Potter Lawson Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 5 ELECTRICAL SYSTEMS Potter Lawson I Page 19 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility 5.0 ELECTRICAL SYSTEMS ELECTRICAL DISTRIBUTION A new utility route from North Maple Street will need to be provided and coordinated with the local utility, XCEL Energy. This service shall be converted to underground cabling from the existing overhead electric pole located on North Maple Street. It shall be routed to a new utility transformer located near the southwest end of the property south of the new electrical room. A secondary service of 480/277 volt shall be provided from the utility transformer into the new building. Primary service or secondary service metering will be provided in accordance with local utility company requirements. A new 480/277 volt, 2000A switchboard will be provided within the new addition and be served from the new utility transformer. This new switchboard shall be provided with a digital power meter for logging the energy usage throughout the building. The meter shall be capable of measuring and displaying volts (line-to-line and line-to-neutral), current (per phase), kilowatts, kilowatt demand, kilowatt-hours and power factor. The meter shall display actual numeric values without requiring the use of a multiplier. Surge suppression shall be provided as well. There will be 480/277 volt distribution panels and 208/120 volt distribution panels located in the main electrical room. The 480/277 volt distribution shall serve mechanical and lighting loads. The 208/120 volt distribution shall serve branch panels located throughout the facility for receptacles and other plug loads. Large motor loads such as elevators, HVAC pumps, HVAC fans, and large plumbing motors will be served from 480 volt distribution located in mechanical rooms and other areas where there are high concentrations of these large electrical loads. 480/277 volt and 208/120 volt panelboards shall have copper bus and copper ground bus and utilize bolt on molded case breakers. Receptacle panels will be 120/208 volt. Covers shall be of door-in-door construction with a door for access to the panel breakers as well as a hinged door for access to panel wireways and breaker terminals. Branch panelboards will have 25% spare capacity. Page 20 I Potter Lawson All switchboards and floor-mounted transformers shall have a minimum 4” concrete equipment pad. Electrical equipment shall be designed and specified using Square-D and Eaton products as basis of design. Required step down transformers shall be indoor dry type with a temperature rise of 150 degrees C above an ambient of 40 degrees C. All feeders shall be copper and routed in conduit. Common neutrals are not allowed on any electrical systems. Raceways for feeders and branch circuits shall be rigid metal conduit (RMC), intermediate metal conduit (IMC) or electrical metallic tubing (EMT) subject to the restrictions of the National Electrical Code (NEC), minimum size 3/4”. EMT shall not be used in concrete construction or where subjected to mechanical damage. The contractor will be responsible for providing a final selective coordination study, short circuit study, and arc flash study with labels for all new equipment. Receptacles within the housing pods shall be automatically controlled and manually controlled via relay panels and shall be programmed and controlled via control panels located in master control. EMERGENCY POWER The entire building and all branches of power shall be on the emergency generator system. A new 1250kW diesel, 3-phase, 4-wire 60 Hz .8 power factor generator shall be outdoors near the utility transformer. The generator shall have a fuel supply capable of maintaining operation for a minimum of 24 hours of full load capacity on the generator set, and a minimum 72 hours run-time with only the Emergency Branch and Critical Operations Branch connected. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Full selective coordination will be required for the emergency branch, legally required branch, and critical operations branch of power. Emergency/Legally Required/Critical Operations branch panelboards may utilize fusible panelboards to allow for easier selective coordination. Separate automatic transfer switches shall be provided for the Normal Branch, Emergency Branch (NEC 700), Legally Required Stand-by Branch (NEC 701), Optional Stand-by Branch (NEC 702) and Critical Operations Branch (NEC 708) of power. The emergency branch and critical operations branch shall have bypass isolation and the legally required stand-by branch, optional stand-by branch and critical operations branch shall be closed transition. The normal branch and optional stand-by branch shall have load shedding capabilities. A manual transfer switch will be provided to allow for a second generator to be connected to the building in the event of a failure of the on-site generator. In addition, an exterior mounted connection cabinet will also be provided for the generator to connect to the transfer switch. The following loads are expected to be connected to the emergency branch of the standby power distribution system: • Code required egress and exit lighting. • Building fire alarm and security systems. The following loads are expected to be connected to the Legally Required Stand-by Branch of the power distribution system: • HVAC systems associated with smoke control systems. The following loads are expected to be connected to the Optional Stand-by Branch of the power distribution system: • Telecommunications computer room units and condensing unit. • Telecommunications room duplex outlets. • One elevator • Large kitchen freezers, refrigerators and medical refrigerators. The following loads are expected to be connected to the Critical Operations Branch of the power distribution system: • Designated critical operations area (Dispatch and EOC) HVAC systems. • Dispatch and EOC telecommunications systems. • Dispatch and EOC computer workstation duplex outlets. • Dispatch and EOC lighting. Uninterruptible power supply (UPS) power shall also be provided for telecommunications rooms, master control duplex outlets and lights, some areas of Jail Admin duplex outlets and for all Critical Operations branch power. GROUNDING Grounding for the new addition shall originate from the new service entrance. A grounding system and equipment grounding will be provided per NEC for all distribution, transformers, motor starters, branch panelboards, wiring systems, etc. A green insulated equipment ground copper conductor, sized according to NEC, will be run with all feeders and branch circuit homeruns. Ground busses shall be provided in each telecommunications room. These busses shall be bonded to each other and a home run shall bond these to the ground bus located in the electrical main service entrance room. • Building heating hot water circulating pumps. • Building sump pumps. Potter Lawson I Page 21 Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility LIGHTING FIXTURES AND LIGHTING CONTROLS All lighting fixtures shall be LED and be complete with drivers, hangers, lenses, etc. Interior lighting, in general, shall be 4000K/ 80+CRI LED and will be wired to 277 volt panels. Where LED is not possible, four-foot linear T8 high performance lamp/ballast combinations shall be used in compliance with the Consortium for Energy Efficiency specifications. SITE LIGHTING All site lighting shall be LED. Light fixtures within all detention areas and all security ceiling spaces will be maximum security detention grade-rated fixtures. Light pollution reduction shall be provided using cut-off light fixtures for site lighting. Light levels for this project will meet current IES recommended lighting levels. Flagpole lighting will be provided for two flagpoles in the landscape features. Lighting control shall be located within master control for the following spaces: dayrooms, cells and inmate common areas. RECEPTACLES AND OUTLETS Outlets shall be specification grade. Exterior outlets and outlets in toilets will be GFCI type. Any receptacle within 6’-0” of a sink or water source shall be GFCI type. Lighting in the offices, restrooms and other non-inmate areas shall be controlled by occupancy sensors. Lighting control occupancy sensors in rooms will be dual-technology type with adjustable settings for time delay and sensitivity. A separate control device will control types of lighting that are not classified as general lighting. Examples of these types of lighting are displays and accent lighting, case lighting, task lighting, nonvisual lighting and demonstration lighting. Exit luminaires will be LED for energy efficiency and long lamp life. Emergency lighting will be fed from the emergency branch of power. All lighting within day lit areas will have separate controls consisting of dual level switching. Lighting design will comply with the IECC 2009 standards for allowable lighting watts per square foot. Additional mandatory controls, including manual switching, automatic controls to reduce light levels, and daylight controls will be installed. Page 22 I Potter Lawson All site lighting, including building mounted exterior lighting, will be controlled by a contactor panel located within the main electrical room and will be turned on and off by a combination of photocell and time clock input. All duplex receptacles indicated for specific equipment shall be on an individual dedicated circuit. General purpose receptacle circuits shall have a maximum of 6 duplex outlets on a 20A, 1-pole circuit. Special purpose outlets shall be provided as required by the building equipment layouts including but not limited to electric clothes dryers and electric ranges. MOTORS/MOTORS STARTERS Motor starters, except for variable frequency drives, not integral with HVAC or plumbing equipment shall be provided by the project electrical contractor. Variable frequency drives will be provided by the mechanical contractor, but installed by the project electrical contractor. Starters for 3 phase motors shall be combination magnetic type. Starters for single phase motors shall be manual type. Combination starters shall have hand-off-auto switches and indicating pilot lights. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Control wiring shall be by the contractor who provides the motor. All motors 1/8 HP and under shall be wired not more than (3) per 20A, 1-pole circuit, 120V. All motors above 1/8 HP shall have individual circuit breakers. All motors 3/4 HP and above shall be 3-phase and on individual circuits, 480 volts, 3 phase. Fans, pumps, and cooling towers will be controlled by variable frequency drives (VFD) with full bypass capabilities. BUILDING FIRE ALARM SYSTEM The fire alarm systems shall be an addressable, voicecommunication system. This system shall be a microprocessorbased system with system cabinets, power supplies, microcontroller, LCD display, batteries, and peripheral devices. The fire alarm system shall be fed from the emergency power system. The control panel shall have a communications interface that allows for notifications for trouble, supervisory, and alarm conditions of either panel. The control panel shall receive all alarms from peripheral devices and initiate a pre-recorded voice message throughout the new addition. System notification will consist of ADA and NFPA compliant, visual only devices and combination audio/visual devices using speakers. An annunciator panel shall be located within a 24 hour constantly attended location. Additional remote LCD annunciators will be located at main entrances and as required by the local fire department. The fire alarm system shall be interfaced with the building automation system (automatic temperature control system) to send alarm and trouble conditions to the master control or main systems control location. Wiring All fire alarm wiring shall be Style 6 (Class “A”) and supervised. All wire and cable shall be suitable for fire alarm use and shall be installed in conduit. All wiring between evacuation zones or into the critical operations areas such as dispatch and the EOC shall be two-hour survivability circuit integrity cabling. Testing The entire system shall be tested to the satisfaction of the Owner after which a final acceptance test witnessed by the local authority, the Owner’s Building Construction Department, Risk Management Department and Security Department Representatives. ALARM INITIATING DEVICES Manual Pull Stations Manual pull stations shall be provided at each floor egress and shall be spaced, such that the travel distance to any pull station is less than 200’-0”. Pull stations shall be double-action type with a key reset switch. Smoke Detectors Smoke detectors shall be located in fire alarm control panel area, electrical closets, communications closets, and at the tops of all stairwells for early warning detection. In compliance with the elevator code, smoke detectors shall be installed in all elevator lobbies, elevator machine rooms, and at the top of all elevator shafts. Fire alarm system will be programmed to initiate elevator recall functions as required by the code. Smoke detectors shall operate an alarm verification function via system software. Smoke detectors will be provided for integration with the doubleinterlock pre-action sprinkler system in areas such as cell exhaust and other areas to provide full coverage. In compliance with the elevator code, heat detectors will be located in elevator shafts and in elevator equipment rooms within 2’-0” of each sprinkler head in these areas. Fire alarm system will be programmed to activate elevator feeder circuit breaker shunt trips when a heat detector goes into alarm. Horizontal station cabling will consist of Category 6 UTP copper voice and data cabling and RG-6 quad-shielded coaxial copper CATV cabling, fed from the nearest Technology room. Where installed CATV cable length is longer than 180 feet, RG-11 quadshielded coaxial copper CATV cabling will be installed in lieu of the aforementioned RG-6. Information outlet location configuration(s) and locations will be determined by Owner’s standards for information outlet configurations and locations, equipment that requires structured cabling connection(s), and through direction from Owner. Information outlet locations for Owner’s wireless access points will be provided, spaced to provide WAP coverage with a 30-foot radius to support 802.11ac connectivity throughout the project area and provided with plenum-rated WAP enclosures in areas with plenum-rated accessible ceilings. Layout of WAP locations will be confirmed by Owner prior to issuance of bid documents. Cable pathways for all structured cabling will consist of conduit, J-hooks, and cable tray. Typical information outlet location rough-in will consist of a minimum of one (1) 2-1/8” deep back box with single-gang plaster ring and a 1” EMT conduit routed to J-hook route or cable tray above nearest accessible ceiling. Technology rooms will be sized to provide adequate space to support all current and foreseeable future needs of the building and will be laid out to provide necessary working clearances for all installed rack-mounted and wall-mounted passive and active equipment. Page 26 I Potter Lawson Design will include equipment racks, wall termination space, fiber optic termination cabinets, copper termination patch panels, and full cable management for all cabling, which will include ladder rack for overhead distribution of cabling and equipment patch cords, vertical and horizontal cable management on equipment racks, and D-rings at wall-mounted equipment. Data backbone cabling will be terminated in rack-mounted fiber optic termination cabinets. Voice backbone cabling will be terminated on rack-mounted 110 patch panels. CATV backbone cabling will be terminated directly on wallmounted CATV distribution equipment. Horizontal voice and data cabling will be terminated in Technology rooms as universal horizontal cabling on the same rack-mounted RJ-45 patch panels. Horizontal CATV cabling will be terminated in Technology rooms directly on wall-mounted directional coupler / taps. The Technology grounding and bonding system will include a wall-mount busbar in each Technology room, rack-mount busbars on each equipment rack, bonding backbone conductors, and equipment, hardware, and device bonding conductors. Structured cabling design and installation will adhere to and reflect applicable ANSI, EIA, TIA, and IEEE standards, BICSI guidelines and recommendations, and industry standard installation practices to the greatest extent possible within the confines of the project. The integrated system will also include an event logging computer. TOUCHSCREEN GRAPHICAL USER INTERFACES Touchscreens will be provided at Owner-identified locations to provide a graphical user interface for integrated monitoring and control of all Integrated Electronic Detention Monitoring and Control systems devices, equipment, monitored inputs, and control outputs. All necessary licensing, configuring, programming, testing, adjusting, and commissioning associated with touchscreens will be completed by this Contractor to ensure their proper operation. Cable pathways for all touchscreen cabling will consist of conduit. Typical rough-in will consist of one (1) minimum 2-1/8” deep back box with single-gang plaster ring and a minimum 1” EMT conduit routed to the nearest Security room. Contractor shall size back boxes per specified minimum size, manufacturer’s recommendations, and applicable codes and provide larger conduit where required to accommodate quantity and size of associated cables. PROGRAMMABLE LOGIC CONTROLLER (PLC) Programmable Logic Controller (PLC) input and output connections will include, but may not be limited to, connections to access control panels, electrified door locking hardware, door latch monitor switches, door hardware request to exit switches, request to exit buttons, door position switches, intercom door stations, intercom master stations, microphones, paging speakers, audio amplifiers, call buttons, duress/panic buttons, watch tour buttons, record on/off switches, lighting control panels, analog telephone circuits, water solenoid valves, video door intercom master stations, and visitation talk-through handsets to facilitate Owner-identified monitoring and control. Page 28 I Potter Lawson Door locking hardware and monitoring devices for all commercial doors will be specified as part of Division 8 architectural door hardware and furnished and installed by Division 8 door hardware contractor. Door locking hardware and monitoring devices for all detention doors will be specified as part of Division 8 detention door hardware and furnished and installed by Division 8 detention door hardware contractor for all detention doors. Electrical receptacles, luminaires, and lighting control panels will be specified as part of Division 26 electrical work and furnished and installed by Division 26 electrical contractor. Analog telephone circuits will be provided by Owner. Horizontal cabling and connectivity for analog telephone circuits will be specified as part of Division 27 telecommunications cabling and furnished and installed by Division 27 telecommunications contractor. Water solenoid valves will be specified as part of Division 22 plumbing work and furnished and installed by Division 22 plumbing contractor. Access control panels, request to exit buttons, intercom door stations, intercom master stations, microphones, paging speakers, audio amplifiers, call buttons, duress/panic buttons, watch tour buttons, record on/off switches, video door intercom master stations, and visitation talk-through handsets will be furnished and installed by this contractor. All low-voltage system cabling for these devices will be furnished and installed by this contractor. Where doors are equipped with automatic door operators and Electronic Access Control functionality, automatic door operator activation paddles will be wired as inputs to the PLC system and automatic door operators will be wired as outputs from the PLC system (for activation switching purposes), and the PLC system will be configured and programmed to activate the automatic door operator only if the door is unlocked. Schematic Design Repor t | Pierce County Jail and Sheriff’s Depar tment Facility Video Door Intercom system will provide remote unlocking functionality at doors equipped with Video Door Intercom door stations via contact-closure/relay integration with the PLC system. All PLC system head end control panels and power supplies necessary to serve installed system devices and facilitate specified monitoring and control will be furnished and installed by this Contractor. This new system equipment will be equipped with all necessary options, modules, and accessories necessary to fully and completely support all PLC system devices and facilitate specified monitoring and control. All necessary licensing, configuring, programming, testing, adjusting, and commissioning associated with PLC system head end control panels and power supplies, devices, miscellaneous system equipment, and monitoring and control will be completed by this contractor to ensure their proper operation. Cable pathways for all PLC system cabling will consist of conduit from device to the nearest Security room. Minimum device and monitoring or control point connection rough-in will typically consist of one (1) 2-1/8” deep back box with singlegang plaster ring and a minimum 3/4” EMT conduit routed to the nearest Security room. Typical door frame device and/or device connection rough-in will consist of one (1) single gang shallow handibox at the location of the device or device connection with a minimum 1/2” EMT conduit routed to the nearest Security room. The facility will serve 70/80 inmates with a future population of approximately 120 inmates. The kitchen will be designed and sized to reach the maximum capacity of 120 inmates. However, some equipment may be shown as future equipment to serve the maximum capacity. The kitchen will accept refrigerated, frozen and dry, bulk foods from prime vendor deliveries and no pallet deliveries are anticipated. Minimum security inmates will work in the kitchen along with hired nutrition staff. All meals will be cooked fresh daily, cooked food will be held and or placed in the steam table, served as a tray line system, placed on inmate trays and then to tray carts and delivered to pod units. Beverages will consist of; milk soda, juice, water or coffee depending on meal. All beverage powder packets will be delivered to the pods by cart. Meals will be served at 7:00AM, noon and 4:00PM and work release inmates will be provided with two bag lunches. The kitchen will include the following: dry storage shelving, walkin cooler and freezer, refrigeration rack system, ice maker with bin, hand sinks, beverage table, preparation table with sinks, disposer, pre-rinse spray assembly, worktables, tray assembly line with hot and cold food assembly, tray delivery carts, angle ledge racks, utility carts, exhaust hood, fire suppression system, griddle, range with oven, convection ovens, tilting braising pan, steamer, floor trough, micro wave oven, mixer, toaster, cook and hold oven, hot and cold food holding/transport cabinets, soiled dishtable with pot and pan/utensil sinks, disposer, pre-rinse spray assembly, dishwasher and clean dishtable. No inmates will work in the foodservice operation. It should be noted that dry storage shelving and a janitor’s closet will be located in remote rooms adjacent to the kitchen, serving both kitchen and laundry with a common sally port. Also included will be a staff office, staff toilet & inmate toilet.
