Closeout Submittals: Submit the following: 1. 1.2 Warranty: Warranty documents specified herein. DELIVERY, STORAGE & HANDLING A. 1.3 Store materials protected from exposure to harmful weather conditions and at a temperature above 45 Fahrenheit. WARRANTY A. Project Warranty: Refer to Conditions of the Contract for Project warranty provisions. B. Manufacturer’s Warranty: Submit, for the owner’s acceptance, the manufacturer’s standard warranty document executed by an authorized company official. Concure recommends either ASTM D-5084 or ASTM 4263 only. B. 2.4 Projects more than 30k sf Concure Systems to perform ASTM D-5084, any project under 30k sf ASTM D-4263 shall be sufficient for testing and to be performed by flooring contractor with documented results of installation and Concure present for test removal. PRODUCT SUBSTITUTIONS A. Substitutions allowed meeting the following criteria: Full warranty on above based terms without use of under slab VAPOR BARRIER/VAPOR RETARDER. Company MUST manufacture and offer full array of product i.e. Admixture, Topical System, Crackfill Binder, and Cure & Seal A representative from proposed substitute company MUST be present on site first day of pour minimum as well as jobsite visit day of pour. Product must have MINIMUM 10 years no fail experience in the flooring/Concrete industry. SECTION 28 1300 ACCESS CONTROL SYSTEM PART 1 - GENERAL 1.1 A. 1.2 RELATED DOCUMENTS Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section. SUMMARY A. The intent of this document is to specify the minimum criteria for the design, and installation of a physical access control system (herein after identified as SYSTEM). B. One of the SYSTEM's primary purposes shall be to provide access control. The SYSTEM shall be able to make access granted or denied decisions, define access levels, and set time zones and holidays. An input/output linkage feature shall allow linking of monitor zone points to output control points within Intelligent System Controllers (ISCs). The SYSTEM shall support features such as area control, database segmentation, and time zone/holiday overrides. C. The SYSTEM shall have an open architecture design. It shall be a true open architecture design and support industry standards for databases, networks, credential printers, and video cameras. No customized or proprietary PC or credential creation software or hardware shall be required to operate the SYSTEM. The SYSTEM shall be both scalable and portable to give CUSTOMER the ability to increase performance based on CUSTOMER requirements. This shall give CUSTOMER maximum flexibility and room for unlimited growth. D. The system shall include database segmentation so the Lincoln University staff as well as Parks and Recreation staff can have their information secured from the other. Personnel information and reader programming shall only be available to the respective user. The information shall be accessible from 2 user workstations, one in Lincoln University and one in the Parks and Recreation area. SCOPE OF WORK A. The scope of work for this project includes: 1. Provide one quad core server with minimum 21 inch flat panel monitor under this contract Windows 7 Operating system and applicable access control software. Located in data closet. ACCESS CONTROL SYSTEM 28 1300 - 1 2. Windows 7 Operating system and two client workstation licenses as well as other required applicable software shall be provided. 3. Design and input of system database (training structure only-no data entry.) 4. Intelligent System Control/reader interface panels. 5. Proximity card readers with keypads. 6. Electric door locks and door lock power supplies shall be as specified under another section, locks shall be provided and installed by others, lock power supplies shall be provided and installed by the electrical contractor. 7. Provide interface to the building fire alarm system for release of locks in a fire condition. 8. Provide connection to Owners network. NFPA70 – National Electrical Code SUBSTITUTIONS A. The specified system is an integrated system from Lenel consisting of various manufacturers’ products as specified. The specified equipment is compatible as an integrated system and any substitution may not provide for a working system. It is the responsibility of the contractor to provide a complete working system. Provide Lenel OnGuard software as required for the specified system features. B. Substitutions are permitted if the equipment supplier provides manufacturer verified technical data confirming system compatibility to the engineer 10 days prior to bid time. The engineer will review and any approval to bid the substituted equipment will come out by written addendum. Equipment manufacturers which may be substituted include Cardkey, Linx and Rusco. SYSTEM OVERVIEW ACCESS CONTROL SYSTEM 28 1300 - 2 A. The system shall provide a number of functions including the ability to regulate access through specific doors to secured areas of the facility. The SYSTEM’s operating environment shall be the fully multi-tasking multi-threading Microsoft Windows 7 Operating System. B. The system shall allow the configuration of enrollment & badging functions, alarm monitoring and administrative functions on a single workstation. The system shall be expandable to support an unlimited number of individual module or integrated client workstations. All access control field hardware, including Intelligent System Controllers (ISCs), shall be connected to every / any Windows based access control system workstation on the network. Provide two PC workstations capable of running the client software under this contract including 21 inch flat panel monitors. C. There absolutely shall not be separate source code bases for different modules. Thus, a single manufacturer must develop all modules of software. Source Limitations: Obtain central station, workstations, controllers, Identifier readers, and all software through one source from single manufacturer. C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application. D. Comply with NFPA 70, "National Electrical Code." E. The contractor shall deliver a set of System Operation and Maintenance manuals to the Owner as part of the Project Closeout documentation. F. The firm shall have an established office located within 100 miles of the jobsite and be capable of providing 4 hour response time for emergencies related to the system. 2. All technicians providing final wire termination, configuration and programming on major components shall be manufacturer trained on the products being installed under this scope, certifications shall be provided within submittals. DELIVERY, STORAGE, AND HANDLING Central Station, Workstations, and Controllers: 1. 2. 3. Store in temperature- and humidity-controlled environment in original manufacturer's sealed containers. Maintain ambient temperature between 50 and 85 deg F and not more than 80 percent relative humidity, noncondensing. The system shall provide a number of functions including the ability to regulate access through specific doors to secured areas of the facility. The SYSTEM’s operating environment shall be the fully multi-tasking multi-threading Microsoft Windows 7 Operating System. B. The system shall allow the configuration of enrollment & badging functions, alarm monitoring and administrative functions on a single workstation. The system shall be expandable to support an unlimited number of individual module or integrated client workstations. All access control field hardware, including Intelligent System Controllers (ISCs), shall be connected to every / any Windows based access control system workstation on the network. Electrical characteristics of controllers shall match the signal and power requirements of door hardware. FUNCTIONAL & OPERATIONAL REQUIREMENTS A. General ACCESS CONTROL SYSTEM 28 1300 - 8 1. B. The design of the system shall include devices and equipment to monitor and control access of cardholders to restricted areas, detect and deny unauthorized attempted entries within specific buildings or areas, annunciate alarms and generate reports. Once incorporated with the daily operations of the designated facility, the system shall detect and deny unauthorized entry into restricted areas, while granting entry to individuals who have proper access rights. The system is to be designed and configured to provide operational flexibility, reliable performance, and ease of use. Operational Concept 1. The system shall consist of equipment and devices placed at predetermined locations to ensure that only cardholders that are authorized to enter secured areas through certain doors can do so. This shall be accomplished by means of a computer(s) and electronic devices used in conjunction with door locks and card readers. 2. Photo badges are a capability of the system but not part of this contract. The badging may be added to the system at a later date. The data screen shall allow for a minimum of sixteen pages of cardholder information that shall be input upon enrollment. Above and beyond the fixed fields such as Last Name, First Name, there shall also be user-definable fields of which the system can designate, if desired, as drop-down menus to ensure data integrity. These fields shall vary in character length as dictated by the System Administrator. Data fields shall be assigned as alphanumeric, numeric, date, or unique. Numeric, date, and unique fields shall be generated by the system if desired. 3. The system shall support an unlimited number of card readers, input point, and relay outputs. The system database server shall support an unlimited number of cardholders, visitors, and assets limited only by the memory located in the Intelligent System Controllers in which cardholder information will be downloaded. The database server shall also support an unlimited number of access events and System Operator transactions in the history file. The system shall support an unlimited number of client workstations, so long as the network supports them. A fully loaded system shall guarantee a one half-second response time for access granted/denied decisions from the time that a cardholder swipes his/her card. C. System Features and Requirements 1. All system applications must be easy to use and attractive to look at. The system shall utilize a user friendly Windows Graphical User Interface. It shall utilize keyboard and mouse operations with graphical presentations of screen information. System Operators / System Administrators shall change the look and feel of the applications by setting the typeface and size of font for the way they wish for the system information to be displayed. A minimum of 255 typeface combinations shall be available for System Operators to choose from. Each application shall provide a consistent user interface across all operations of the system. All routine information displayed and requiring input must be in English language prose. ACCESS CONTROL SYSTEM 28 1300 - 9 D. Access Control 1. Time Zones a. The system must be capable of creating and storing up to two hundred fifty five (255) time zones. Each time zone must have a minimum of six (6) intervals. Each interval shall be assignable to any day of the week and capable of being restricted on a minimum of eight (8) types of holidays. 2. Access Levels a. All cardholders shall have access based on facility, card reader, time, and day. The card readers must grant access to cardholders assigned to the appropriate access levels. The capability to define a minimum of 32,000 access levels is required to provide the System Administrator flexibility in assigning access privileges to cardholders. A minimum of thirty two (32) access levels shall be assignable to each cardholder. 3. Temporary Access Levels a. Inclusive of the above 32,000 Access Levels, the system shall allow the System Administrator to define Temporary Access Levels that combine card readers and time zones. 4. Access Groups a. The system shall allow System Administrators to define an unlimited number of access groups. 5. Precision Access Levels a. The system shall include the ability to utilize Precision Access Levels above and beyond the aforementioned 32,000 standard and temporary access levels. This will offer the ability to assign “unlimited card reader/time zone combinations.” 6. Holidays a. The system must allow the System Administrator to designate certain dates as holidays. As well, the dates for Daylight Savings Time shall be definable and shall automatically take effect without user intervention. The system shall support a minimum of 255 Holiday assignments. 7. Database Segmentation a. The system shall employ advanced database segmentation functionality. Each segment shall be allowed to have its own unique set of hardware and system parameters including access control field hardware, time zones, access levels, etc., which shall allow System Administrators to expand upon current hardware constraints. For example, each segment shall have its own 32,000 access levels, 255 time zones, and 255 holi- ACCESS CONTROL SYSTEM 28 1300 - 10 days. As such, only ID cards that are assigned access levels to card readers in a segment need to be downloaded to the Intelligent System Controllers in that segment. E. Field Panel Hardware 1. The system shall communicate with the Intelligent System Controllers/reader interface board by either RS-485 or RS-232 EIA standard. The system shall communicate by LAN/WAN connections utilizing TCP/IP communications protocol. The system shall also have the ability to communicate through remote dial up capabilities. The System Controllers/reader interface board shall be Lenel model LNL-2220 with 2 reader capacity. Additional capacity shall be provided using Lenel LNL-320 dual reader interface boards or LNL-1300 single reader interface boards as required. F. Power supplies shall be provided as required for all reader interface modules and motion sensors. The system power supplies shall be 4 amp model LNLAL600ULX-4CB6 UL Listed assemblies mounted in Lenel system enclosures to include door control modules. Power for door locks shall be provided by others. G. Smart card readers shall be provided at locations shown on plans. The card readers shall be HID model RWK40 utilizing contactless smart card technology with a keypad and shall include the following features. Provide 500 compatible smart cards with the system. 1) Power: The reader shall be powered by external 12VDC or by the controller’s internal 12VDC regulated power supply. 2) Mounting: The reader shall be capable of being mounted against metal door or window frames. 3) Range: The reader shall be capable of reading cards at a range of two to four inches. Note* If card reader is mounted against a metal frame, read range may be reduced. 4) Electronics: The reader electronics shall be encapsulated for environmental security. 2.3 A. Magnetic Door Contacts shall be Sentrol 1078CW for recessed flush mounted applications. B. Request to exit motion detectors shall be Detection System DS-160. ASSOCIATED EQUIPMENT A. Magnetic door contacts shall be Sentrol 1078CW for flush mounted applications. B. Request-to-Exit motion detectors shall be Detection Systems DS-160. ACCESS CONTROL SYSTEM 28 1300 - 11 2.4 A. 2.5 A. DOOR HARDWARE INTERFACE Electric Door Strikes: Use end-of-line resistors to provide power-line supervision. Signal switches shall transmit data to controller to indicate when the bolt is not engaged and the strike mechanism is unlocked, and they shall report a forced entry. Power and signal shall be from the controller. Electric strikes are specified in Section 087100 "Door Hardware." CABLES Refer to details on drawings for additional information regarding cables. PART 3 - EXECUTION 3.1 EXAMINATION A. Examine pathway elements intended for cables. Check raceways and other elements for compliance with space allocations, installation tolerances, hazards to cable installation, and other conditions affecting installation. B. The access control system shall be installed in accordance with the manufacturers installation instructions. C. Proceed with installation only after unsatisfactory conditions have been corrected. 3.2 PREPARATION A. Comply with recommendations in SIA CP-01. B. Comply with TIA/EIA 606-A, "Administration Telecommunications Infrastructure." 3.3 Standard for Commercial CABLING A. Comply with NECA 1, "Good Workmanship in Electrical Construction." B. Wiring Method: Install wiring in raceway and cable tray except within consoles, cabinets, desks, and counters. Conceal raceway and wiring except in unfinished spaces. C. Wiring Method: Install wiring in raceway and cable tray except within consoles, cabinets, desks, and counters and except in accessible ceiling spaces and in gypsum board partitions where unenclosed wiring method may be used. Use NRTL-listed plenum cable in environmental airspaces, including plenum ceilings. Conceal raceway and cables except in unfinished spaces. ACCESS CONTROL SYSTEM 28 1300 - 12 D. Boxes and enclosures containing security-system components or cabling, and which are easily accessible to employees or to the public, shall be provided with a lock. Boxes above ceiling level in occupied areas of the building shall not be considered accessible. Junction boxes and small device enclosures below ceiling level and easily accessible to employees or the public shall be covered with a suitable cover plate and secured with tamperproof screws. E. Install end-of-line resistors at the field device location and not at the controller or panel location. 3.4 GROUNDING A. Comply with Section 280526 "Grounding and Bonding for Electronic Safety and Security." B. Comply with IEEE 1100, "Recommended Practice for Power and Grounding Electronic Equipment." C. Ground cable shields, drain conductors, and equipment to eliminate shock hazard and to minimize ground loops, common-mode returns, noise pickup, cross talk, and other impairments. D. Bond shields and drain conductors to ground at only one point in each circuit. E. Signal Ground: 1. 2. 3. 3.5 Terminal: Locate in each equipment room and wiring closet; isolate from power system and equipment grounding. Shop fabrication of all equipment cabinets, outlet plates and panels, and subassemblies. 4. All low voltage control equipment. 5. All cables and outlet plates. 6. Preparation of drawings & documentation required by the specification. 7. Initial tests and adjustment. 8. Instruction of owner's operating personnel. 9. Preparation of the owner's manuals. 10. Maintenance services and warranty. B. The A/V contractor is responsible for the following related work: 1. Supply accessories and minor equipment items needed for a complete system, even if not specifically mentioned herein or on the drawings, without claim for additional payment. 2. Cooperate with all trades present in the building, so lost time, work stoppages, interference, and work inefficiencies do not occur. Assure labor "harmony" among personnel and subcontractors, and with other trades associated with construction, delivery, installation, and testing of the facility. 1.6 A. QUALITY ASSURANCE Installer Qualifications: Manufacturer's authorized representative who is trained and approved for installation of units required for this Project. 1. Personnel certified by Infocomm as CTS or CTS-I Level Technician. 2. The A/V Contractor must be a contractor who has regularly furnished and installed commercial A/V systems of the type specified for a minimum of the last 5 years. 1.7 A. 3. The A/V Contractor must maintain a suitably staffed and equipped service organization and must regularly offer maintenance services for systems of this type and size. 4. The A/V Contractor must be an authorized dealer of all equipment provided with this system. Given the inherent warranty difficulties which occur when products are provided from contractors who participate in trans-shipping or two-stepped equipment sales, this dealership requirement will be strictly adhered to. At the request of the Owner or Architect, any contractor responding to this bid proposal must provide proof of dealership status for all listed system components or approved alternates. Failure to comply with this request will be grounds for bid rejection. 5. At the request of the Owner or Architect, an inspection of the A/V contractor's place of business shall be scheduled to demonstrate that the contractor possesses adequate plant and equipment to complete the work properly and in a timely manner, adequate staff with sufficient technical experience, and suitable financial status to meet the obligations of the contract. 6. The A/V Contractor must have a programmer on staff who has received factory training from the manufacturer to program the control system provided, and who has received factory certification of same. At the request of the Owner or Architect, any contractor responding to this bid proposal must provide proof of certified factory programming training for listed control equipment. Failure to comply with this request will be grounds for bid rejection. 7. An Electrical Contractor or any other contractor who does not meet the requirements listed above who intends to bid on this work will be required to employ the services of a qualified "A/V System Sub-Contractor". The "A/V System Sub-Contractor" must be named in the shop drawing submittal information along with written documentation verifying that the sub-contractor fulfills all requirements listed in 1.02 A through E. SYSTEM DESCRIPTIONS Gymnasium Sound System 1. The Gymnasium sound system shall enable system users to broadcast microphone and program content to the (4) separate court sections – either as individual sections or as combined portions. (Only adjoining court sections can be combined.) Each section shall have a single microphone input jack; with the southwest end having an additional single microphone input jack that shall serve as the front end location for full room events. Each court section shall be furnished with a microphone/cord/stand assembly; along with a portable announcer’s case that will expand the users capabilities. The portable announcer’s case shall contain a 5-input mixer (4 microphone inputs and 1 auxiliary input), a CD player with iPod dock and MP3 player connections, and an AC power panel for one button operation of the case components. Each case shall be furnished both a 10’ cord and a 100’ cord. The 10’ cord shall enable connection to the local input jack while keeping the case at that location. The 100’ cord shall enable the user to move the case to the center court position. (Note: This cord should only be extended across the floor when the wall partition has been extended to prevent a trip hazard from the cord.) B. C. 2. The 5 microphone input jacks shall connect to a digital signal processor which will then connect to the 4-channel power amplifier. 3. A total of eight (8) high-performance, ceiling mounted speakers shall be installed in each of the four court sections for a total of thirty two (32) speaker systems. These speakers shall be mounted such that the face of the speaker enclosure is at, or above, the lowest portion of the adjoining steel bar joist ceiling supports. The main system electronic equipment shall be installed into a main equipment cabinet that will be located in the designated rack room. This cabinet shall contain the digital signal processor, 4-channel power amplifier, an AC power onoff panel, a storage drawer, and a custom control panel. This custom control panel shall contain 4 volume controls (one for each of the court sections) and 3 room combining switches. Pressing a room combining switch will connect two adjoining court sections such that the combined section can operate as one unit. Pressing all 3 room combining switches shall combine all sections into one unit. Classroom Audio/Visual Systems (Rooms 104, 107, 109, 204, 217) 1. This description is typical for five (5) identical Classroom A/V Systems. Each system shall have a single input jack plate that shall contain an HDMI connector, a 15-pin VGA connector, and a 3.5mm audio connector. Cabling from this jack plate shall connect directly to a ceiling mounted video projector that shall project onto a recessed, motorized, ceiling mounted projection screen. A pole mounted amplifier and 4 ceiling mounted speakers shall provide audio support for each classroom. The Classroom A/V system shall be controlled by a wall mounted control panel that will enable projector on-off, screen up-down, projector input selection and volume up-down functions. 2. Each classroom system shall have (4) ceiling mounted speaker systems installed. These speakers shall connect to a 20 watt power amplifier that will be attached to the pole that supports the video projector. 3. The projector shall be a 4,000 lumen model and shall be installed approximately 17’ from the screen. 4. A 104” wide projection screen shall be installed as indicated on the drawings. The screen shall have a 16:10 aspect ratio and have a low voltage controller provided. All power supply and control wiring for the motorized projection screen shall be furnished, installed and connected by the Electrical Contractor. Game Room/Outdoor Patio Sound System 1. The Game Room/Covered Patio Sound System shall have three (3) inputs – a custom input jack plate with 3.5mm and XLR microphone connectors, and an audio feed from the existing athletic stadium sound system. These inputs shall connect to a stereo mixer/amplifier such that the 2 rooms can be managed separately. Each room shall have an independent wall mounted volume control. 2. D. The indoor Game Room shall have seven (7) ceiling mounted speaker systems installed. The outdoor Patio Space shall have three (3) surface mounted speaker systems installed. All sound system wiring “drops” to wall mounted devices shall be installed within EMT conduit as specified herein. 1. Install plenum cable in environmental air spaces, including plenum ceilings. B. Wiring Method: Conceal conductors and cables in accessible ceilings, walls, and floors where possible. C. Wiring within enclosures: Bundle, lace, and train cables to terminal points with no excess and without exceeding manufacturer's limitations on bending radii. Provide and use lacing bars and distribution spools. 3.2 PERMITS & CODES A. All materials and equipment are to be installed in accordance with all applicable standards of the National Electrical Code, the electrical code of the governing local municipality, all other applicable local codes, and all safety codes and ordinances. B. All equipment supplied for this system shall be UL listed. C. All bidders will be required to provide all required local electrical permits. 3.3 INSTALLATION OF CABLES A. Comply with NECA 1. B. Suspend speaker cable not in a wireway or pathway a minimum of 8 inches above ceiling by cable supports not more than 60 inches apart. Cable shall not be run in contact with pipes, ducts, or other potentially damaging items. Separation of Wires: Separate speaker-microphone, line-level, speaker-level, and power wiring runs. Install in separate pathways or, where exposed or in same enclosure, separate conductors at least 12 inches apart for speaker microphones and adjacent parallel power and telephone wiring. Separate other communication equipment conductors as recommended by equipment manufacturer. INSTALLATION A. Coordinate layout and installation of system components and suspension system with other construction that penetrates ceilings or is supported by them, including light fixtures, HVAC equipment, fire-suppression system, gymnasium equipment and partition assemblies. B. Match input and output impedances and signal levels at signal interfaces. Provide matching networks where required. C. Identification of Conductors and Cables: Color-code conductors and apply wire and cable marking tape to designate wires and cables so they identify media in coordination with system wiring diagrams. D. Wall-Mounted Outlets: Flush mounted. E. Weatherproof Equipment: For units that are mounted outdoors, in damp locations, or where exposed to weather, install consistent with requirements of weatherproof rating. F. Speaker-Line Matching Transformer Connections: Make initial connections using tap settings indicated on Drawings. 3.5 A. 3.6 GROUNDING Ground cable shields and equipment to eliminate shock hazard and to minimize ground loops, common-mode returns, noise pickup, cross talk, and other impairments. FIELD QUALITY CONTROL A. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, test, and adjust components, assemblies, and equipment installations, including connections. B. Perform tests and inspections. 1. C. Disconnect microphone at connector or jack closest to it and replace it in the circuit with a signal generator using a 1000-Hz signal. Replace all other microphones at corresponding connectors with dummy loads, each equal in impedance to microphone it replaces. Measure signal-to-noise ratio. Repeat test for each separately controlled zone of loudspeakers. Minimum acceptance ratio is 50 dB. Distortion Test: Measure distortion at normal gain settings and rated power. Feed signals at frequencies of 50, 200, 400, 1000, 3000, 8000, and 12,000 Hz into each pre-amplifier channel. For each frequency, measure distortion in the paging and all-call amplifier outputs. Maximum acceptable distortion at any frequency is 3 percent total harmonics. Acoustic Coverage Test: Feed pink noise into system using octaves centered at 500 and 4000 Hz. Use sound-level meter with octave-band filters to measure level at five locations in each zone. For spaces with seated audiences, maximum permissible variation in level is plus or minus 3 dB. In addition, the levels between locations in same zone and between locations in adjacent zones must not vary more than plus or minus 3 dB. Power Output Test: Measure electrical power output of each power amplifier at normal gain settings of 50, 1000, and 12,000 Hz. Maximum variation in power output at these frequencies must not exceed plus or minus 1 dB. D. Inspection: Verify that units and controls are properly labeled and interconnecting wires and terminals are identified. Prepare a list of final tap settings of paging speaker-line matching transformers. E. Sound systems will be considered defective if it does not pass tests and inspections. F.
