Eanes Independent School District Highlights from the September 25, 2013 School Board Regular Meeting Open Session The following information is written to provide a quick reference of discussions and decisions that took place during the open session of the Eanes ISD School Board Meeting. The official meeting minutes are maintained in the Office of the Superintendent. Wellman, Superintendent Mr. Bill Bechtol, Deputy Superintendent for Curriculum, Instruction and Assessment Mr. Larry Keiser, Assistant Superintendent for Business Services, Mr. Lester Wolff, Assistant Superintendent for Human Resources Mission Statement Board President Rob Hargett read the Eanes ISD mission statement. Pledge of Allegiance Recognitions Westlake High School teacher Nancy Misage is a recipient of the "Yale Educator Award" for 2013. The award recognizes educators from around the world who inspire and support their students to perform at high levels and to achieve excellence. Students entering the Yale Class of 20 17 were asked to nominate outstanding educators who have deeply impacted their lives and Mackenzie Franklin, a 2013 Westlake grad, nominated Ms. Misage. The awards committee stated, “As we reviewed nominations, we were constantly reminded of the unique and critical role that exceptional educators play in shaping their students' futures by encouraging them to pursue their goals.” Congratulations to Westlake students Brandon Bergeron and Alex Dai, who were selected as Outstanding Performers at the 2013 Texas State Solo‐Ensemble Contests. Bergeron competed in the trumpet solo contest, while Dai competed in the piano solo contest. Of the 24,000 musicians who performed, only 305 students earned the distinguished honor of being recognized as Outstanding Performers.
Congratulations to Westlake student Patrick Byrd, whose Public Service Announcement, “Crossing Bridges”, was named 2nd Place Public Service Announcement of the Year in The Great American NO BULL Challenge. The Great American NO BULL Challenge is the first student‐led National video contest and Teen Video Awards show dedicated to bullying prevention and promoting empathy, respect, and inclusive communities. As a finalist, Patrick was flown out to Los Angeles to walk the Red Carpet. For his efforts, he won a camera, a $500 Scholarship, a Balfour signet ring, and a trophy. Six current members of The Featherduster staff along with two 2013 grads have been awarded Gold Circles by the Columbia Scholastic Press Association. These awards recognize superior work by newspaper/newsmagazine students from across the nation. Additionally, The Featherduster was recently named a Pacemaker Finalist by the National Scholastic Press Association. Only 10 other publications were recognized in the same category. The winners will be announced at the national journalism convention in Boston in November. Congratulations to Melisse Shepherd, who successfully completed the requirements to earn the Texas Association of School Business Officials designation of Registered Texas School Business Administrator certification. She earned the recognition through a combination of specified coursework, school business experience, and training in the area of specialization. Reports Ms. Cindy Hayden, Finance Director, reported the Monthly Financial Report and Budget Amendment for the months ending August 31, 2013. The report included information on the pull of $196,451 from the General Fund to pay for the secure perimeter at Eanes Elementary. Monthly Board Financial Reports Aug 2013 Mr. Larry Keiser, Retiring Assistant Superintendent for Business Services and Mr. David Edgar, Incoming Assistant Superintendent for Business Services presented the report on Financial Integrity Rating System of Texas (FIRST) 2013. 2013 FIRST Presentation Open Forum Mr. Alex Knapp spoke about the recent hire of an assistant principal at Westlake High School. Mr. Alan Roddy spoke against the lease with Western Hills Little League (WHLL). Ms. Julie Burgess spoke about the recent hire of an assistant principal at Westlake High School. Mr. Patrick Vescovo spoke about the recent hire of an assistant principal at Westlake High School. Action Item B (Monthly Financial Report and Budget Amendments) was approved. Action Item C (Selection of Commercially Prepared Pizza Vendor) was approved. Action Item D (Purchase Order for Maintenance and Operations Trucks) was approved. Action Item E (Memorandum of Understanding for the Juvenile Justice Alternative Education Cooperative of Travis County) was approved. Action Item F (Change Order 002 for ADA/Playgrounds at Bridge Point Elementary School) was approved. Change Order for BPE Action Items Action Item A (Personnel Recommendations) was approved. Action Item B (Tax Rate Ordinance and Adoption of the Tax Rate for 2013‐2014) was approved. Tax Rate Ordinance 2013 Action Item C (Waiver for Teacher Effectiveness Model) was approved. Action Item D (Class Size Waivers) was approved. Barton Creek Elementary School has experienced recent growth in third grade. The enrollment is currently 92 students, exceeding the 22:1 ratio in 4 of 4 classes. The principal and third grade team at Barton Creek believe it is in the best interest of the students to request a waiver rather than split the classes. Barton Creek Elementary School is currently rated as Exemplary by the Texas Education Agency. Bridge Point Elementary School has experienced recent growth in fourth grade. The enrollment is currently 137 students, exceeding the 22:1 ratio in 5 of 6 classes. The principal and fourth grade team at Bridge Point believe it is in the best interest of the students to request a waiver rather than split the classes. Bridge Point Elementary School is currently rated as Exemplary by the Texas Education Agency. Valley View Elementary School has experienced recent growth in first grade. The enrollment is currently 90 students, exceeding the 22:1 ratio in 2 of 4 classes. The principal and first grade team at Valley View believe it is in the best interest of the students to request a waiver rather than split the classes. Valley View Elementary School is currently rated as Exemplary by the Texas Education Agency. Action Item E (2013‐2014 Professional Development and Appraisal System (PDAS) Appraisers) was approved. PDAS Appraiser List 13‐14 Action Item F (2013‐2014 School Safety and Health Advisory Council (SSHAC) Committee Members) was approved. EISD SSHAC Committee Action Item G (Resolution Regarding Use of Proceeds from Travis County Permanent School Fund and Related Property Improvements) was approved. Resolution ‐ Travis County Commissioners Court Action Item H (Request for Offers to Lease Land Adjacent to Westlake High School) was approved. In 2000, the District obtained the Shriner building and grounds adjacent to Westlake High School. In recent years, the building had been used as a storage site, but because the main
Shriner building could not readily be brought up to fire code, the structure was demolished in 2013. District staff is recommending that a Request for Offers be issued to all interested parties to lease all or a portion of the unimproved area of land out of the 17.89‐acre property. The Request for Offers will outline requirements for the lease, and will be issued pursuant to District procedures.
