CORRIGENDUM In partial amendment to Tender Notice No. MUDA/MON/3/Pt-I/2010-11/170 dated 4th October, 2012 for Intelligent Transport System (ITS) components and Multiplexing for Buses under JnNURM, Shillong, the modified technical specifications are hereby annexed to the tender document which may be viewed/downloaded from the website www.smb.gov.in. The item PIS for Bus Stops is not required and hence deleted. The date of submission of tender is extended to 15:00 hrs on 31st Oct. 2012 which will be opened on the same date at 15:30 hrs. There will be no pre-bid meeting in view of shortage of time. However, in case of any queries / clarification interested parties may email at

MODIFIED TECHNICAL SPECIFICATIONS
SCOPE OF WORK 1. General Requirements. 1.1 The bidder should provide the required IT infrastructure hardware and software components to implement the respective solution defined in the SRS. 1.2 The bidder shall supply the required equipment and devices to build a Close Circuit Television solution should have Control and Command Centre/Operational Control Centre facility for administration and monitoring. 1.3 The bidder shall provide preferably rack based servers with appropriate accessories, monitoring and management tools. 1.4 The bidder shall provide appropriate storage capacity for the total solution. 1.5 The bidder should provide required networking operational communication network including necessary hardware/equipment for respective domain. 1.6 The system network shall be designed in a way to meet performance requirements for the system such that it is adaptable and can meet the changing business requirements including reliability, new software applications or service additions, high availability and security. 1.7 The system shall be designed with confidentiality and security of data as a priority and its design will include levels of redundancy, fault tolerance and disaster recovery based on business requirements. 1.8 The bidder shall be required to design, supply, install, test, commission, operate and maintain all components of the network for their respective domain. 1.9 The entire Network shall be managed through a dashboard style of Graphical User Interface (GUI) 1.10 The bidder shall provide 3rd party Software, wherever required, to complete the required functionality of the respective domain. 1.11 The bidder shall provide necessary mechanism with process to report faults and its resolution to measure and monitor SLA (system level agreement) 1.12 The bidder shall provide the required Software Development Kit (SDK) and Application Programming Interfaces(APIs) to enable integration with various systems. 1.13 The bidders should provide the required backend solution based on objective and minimum requirements. The supplier is required to supply, design, install, test, commission, operate and maintain the solution for the various systems as defined in the scope for the respective parts including manpower but not limited to: i) All required IT Hardware infrastructure and software including server at Data Center. ii) All required infrastructure and software which should include a. Base Station with Control Centre. b. Database and software to store CCTV surveillance and record information. c. CCTV Application. d. Surveillance Review software with zoom, store, forward and backward viewing facility of downloaded data. e. Backup and restore facility for the solution. iii) All requirements 3rd party Software such as Operating System, Antivirus etc. iv) All requirements licenses to make CCTV operational. v) Furniture and fixture required for operation. 2 Operational Control Centre (OCC)/ Control & Command Centre 2.1 An Operational Control Centre would be established at MUDA Office for regular monitoring, operations, reports printing related work under CCTV. The required LCD screen, computer hardware, software, printer, UPS network, connectivity, antivirus, Air Conditioners, furniture & fixture will be delivered as per schedule. The required space & electric connection / GSM Connections / Lease Lines for establishing an OCC will be provided and bear by MUDA. 2.2 Delivery of Materials and Related Documentation: The successful bidder shall submit all documents on System Architecture, installation Procedure, / drawing for all equipment’s, details of fault diagnostics, operating and maintenance manuals, FAT and SAT report of all equipment.
2.3 The successful bidder shall supply the following set of documents. All documents shall be English Language. An index of all handbooks, drawing, design documents etc shall be available with each set. a. Installation manual. b. Equipment layout drawing c. Cabling diagrams d. Overall system Architecture, description of hardware/software e. Schematic drawing of all circuit in the system f. Equipment installation drawings g. Installation instruction and testing procedures h. Acceptance testing Procedure i. Emergency action Procedure 2.4 The successful bidder shall submit the layout drawing of deploy of CCTV equipment’s clearly depicting its integration and logic flow with other devices and systems. The drawing shall be the “as built drawing“ and shall also include the networking arrangements fully operational solution. 2.5 The bidder shall provide two (2) full sets of documents for each element supplied. This documentation shall provide information on all aspect of installing the element. 2.6 The bidder shall submit all requirements documents for the goods/ materials and services as below: (i) Installation, detail of fault diagnostics, operation and maintenance manual 2.7 All documents submitted by the bidder shall be in the form of bounded hard copies along with softcopy in DVD/CDs. 3. Incident Services The bidder shall be required to provide all of the following services: 3.1 The successful bidder shall be required to undertake the supply, design, install customize, integrate. 3.2 After initial maintenance period of three (3) years, MUDA may extend the services of the bidder for providing maintenance services. The maintenance and support contract will be renewed for mutually agreed term based on satisfactory performance of the previous period. 3.3 The condition of uptime commitment and service level parameters governing during the contract period shall prevail for subsequent maintenance and support. 3.4 Development of close Circuit Television and security policy and procedure. 4. System Performance and Availability (i) The IT Infrastructure for production environment should be designed in such a way that the infrastructure shall be made available 99.5% without single point of failure. (ii) The system shall be operational, reliable, and available (24 hours by 7 days per week, 365 days in the year) for essential business processes and mission – critical business operation. (iii) The key information losses should be zero. (iv) The redundancy factor shall be such that the loan on any of the components shall no exceed 70% of the capacity of full operation. (v) The close Circuit Television and injection system shall be able to recover all keys generated and used before the system goes down. (vi) The disaster recovery of close circuit Television shall be designed in a manner that in the event of disaster, the recovery system takes over within 1 to 5 minutes. (vii) System performance standards should meet industry standards based on the technology used. In general the system should support a) 1‐2 seconds response time for data input after pressing the enter (save) key to display a response. b) 1.5 seconds response time for on‐line inquiry.
5. Data Backup and Archival The bidder shall be responsible to put in place a mechanism for efficient data backup and recovery for the scoped item at production and disaster recovery Centers. They shall develop a strategy for backup, archiving and recovery of data and submit to MUDA for review and approval. 5.1 Data Backup and Recovery process (i) Daily data backup of all devices and solution components shall be maintained in order to ensure continuity of business operations. (ii) Detailed recovery processes shall be laid to allow restoration of information from backup. (iii) The bidder shall need to ensure that data is complete i.e. no data is lost or omitted from any collection and/or transmission at all levels of the system. (iv) The backup of recovery will not take more than one hour. The functionalities and performance of system shall not degrade during backup process. (v) The system should have provision to identify and load from data archive if need arises. 6. Training (i) The bidder should provide information on the training course offered with duration of each module and required knowledge for MUDA and its consortium staff to attend such courses. (ii) Bidder should clearly specify with training schedule and infrastructure required for such training. (iii) Bidder must ensure that adequate training shall be provided to MUDA Technical and operational staff to handle first / second level maintenance and operation. 7. Load Testing and Stress Testing (i) The bidder must arrange to demonstrate that the system that the system is able to perform under high load a) CPU Utilization must not cross beyond 70% at any time of processing b) Initialization load as prescribed in this document Load testing test cases should also cover scenarios like NCMC initialization various key generations etc. (ii) Stress testing scenario must be simulated in order to come down in a graceful way. 8. Documentation and Manuals The bidder shall provide three full sets of Installation, Configuration and Operating documentation for each element supplied. This documentation shall be written in English and provide information on all aspect of installing the element. There will be a requirement for provision of both user and technical documentation to support the ongoing operation of the system. This will encompass: (i) System and Database design (ii) System Specification (iii) Detailed functional specification (iv) System Implementation strategy and plan (v) Network an d security strategy and implementation plan (vi) System Integration an d interface document with various modules, functions and devices (vii) System and network texting including load test (viii) User manual for the application association with the solution (ix) Operation Procedure manual: including procedure for fault logging, helpdesk and support and fault resolution. (x) Training manual for all levels of operational staff (xi) disaster contingency Plan and Procedure(s) (xii) Any other relevant document The standards of documentation required should be such that all elements of the solution can be maintained effectively in terms of availability, operation and control by the user without any referral or assistance from the bidder.
9. Security Management The CCTV shall be designed in a way to ensure maximum security of all sub – systems/ components of the system. The CCTV system should be suitably protected from internal as well as external treats. The main features of security Management will include, but not limited to the following: (i) The system will e developed to be protected from the attack of viruses, malware, and intrusion. Etc. (ii) The bidder shall ensure to have suitable security policies, processes and monitoring built‐in the solution and enforced to the fullest extend to prevent unauthorized access, hacking, denial of service attack and/ or other security threats/ vulnerabilities. (iii) All critical information like the customer bank account details and other sensitive financial data (internal as well as external) will be protected to meet applicable banking industry standards/ other applicable laws. 10. Operation, Maintenance and support The Operation service include day to day operation of CCTV solution and provide management report on timely basis for 24x7x365 system availability. The bidder takes complete end‐ to‐ end responsibility to keep the system working and maintained the solution by providing skilled resource and marked Service Level Agreement (SLAs). The bidder should undertake corrective & preventive maintenance to resolve faults, restore service & minimize the downtime and number of faults. Restore system if need arises. The bidder would have to provide assistance and support to operational team and give emergency service if required. The following software maintenance activities should be provided by the successful bidder through the contract Period: (i) Routine and Preventive maintenance service (ii) Fixing of bugs and carrying out test as required (iii) Assisting in interfacing with other application as required (iv) Carrying out modification up‐gradation in the software required due to any change in the hardware/ equipment/ third party software specifications (v) Installation, re‐installation and reconfiguration of CCTV and its associated software required sue to any reasons; and (vi) Change, Incident, Problem and Release Management. During the Period of contract, the bidder shall provide onsite support as per the plan agreed with MUDA. During the period of contract, the bidder shall under take repair, maintenance and replacement of all items related to supply items/ related to supply items/ solutions provided by it during AMC Contract Period. The maintenance will include all Preventive maintenance, unit replacement, on‐call maintenance and schedule replacement services. The bidder shall maintain adequate stock of spare units for replacement, components/ spares, consumable, etc., to minimize downtime. The bidder shall try to anticipate defects based on the alert and take proactive actions to prevent occurrence of actual defects, wherever possible and rectify defects in minimum time. The bidder should also establish and maintain and support plan addressing all aspects of the maintenance program. 11. Systems Requirement Specification ACCTV system is required to be installed in the public transport (Bus) for surveillance of security and safety of passenger travelling in the vehicle. The system should have the following components: (i) In‐Bus Installation a. 2 (two) Cameras in each Bus Mini Bus‐Facing the entry /exit service door and at the middle of gangway Standard Bus‐Facing the entry/exit service door b. A MVDR (Mobile Video Digital Recorder) with minimum data storage for 500 hours and download facility through USB ports. (ii) Backend software to review/ search the recorded data The CCTV solution should have the following minimum features and specification:

These are mounted inside the bus for next bus stop & destination announcements meant for passengers inside and outside the bus. There are two independent audio inputs. The audio signal for these is delivered by the Controller unit by text to voice conversion. The Controller unit drives the integrate voice announcement System – both inside & outside the bus. The controller unit has two independent audio output ports. The audio output signals from these ports are given to the amplifiers for driving the speakers. The controller unit also maintains a database of announcement messages. It outputs suitable announcement message to the respective speakers at requisite time for making the announcement.
