To the extent permitted by law, the MOD hereby excludes all liability whatsoever and howsoever arising (including, but without limitation, liability resulting from negligence) for any loss or damage however caused when the standard is used for any other purpose. iv DEF STAN 02-123 Part 2 Issue 3 Requirements for Laundries and Associated Compartments Part 2 - Laundry Machinery, Equipment and Fittings 1 Scope 1.1 This Defence Standard (Def Stan) 02-123 Part 2 specifies the general requirements for the design, manufacture, installation and testing of Laundry machinery, equipment and fittings for HM Surface Ships and Submarines. 1.2 Standard commercial machinery and equipment are to be assessed against the requirements contained herein when considering their suitability for installation in HM Surface Ships and Submarines. 2 Warning The Ministry of Defence (MOD), like its contractors, is subject to both United Kingdom and European laws regarding Health and Safety at Work. Many Defence Standards set out processes and procedures that could be injurious to health if adequate precautions are not taken. Care should be taken when referring out to specific portions of other standards to ensure that they remain easily identifiable where subsequent amendments and supersession’s might be made. For some standards the most recent editions shall always apply due to safety and regulatory requirements. 2 DEF STAN 02-123 Part 2 Issue 3 3.3 In consideration of clause 3.2 above, users shall be fully aware of the issue, amendment status and application of all normative references, particularly when forming part of an Invitation to Tender or contract. Correct application of standards is as defined in the ITT or contract. 3.4 DStan can advise regarding where to obtain normative referenced documents. Details of how to contact the helpdesk are shown on the outside rear cover of Defence Standards. 4 Performance Specification 4.1 General Requirements Laundry compartments shall be provided for the specified complement of the Platform in accordance with the guidance in Parts 1 & 2 of this standard.. 5 Requirements 5.1 Environmental Conditions All Machinery, equipment and fittings covered by this Def Stan are to be capable of efficient operation under the conditions specified in the Def Stan 00–35, Def Stan 08-123 and the Systems Requirement Document (SRD). 5.2 Drawings and Documentation Drawings and documents as described in the following clauses shall be supplied by the Contractor to the Defence Equipment and Support (DE&S) for all machinery, equipment and fittings installed in HM Ships. 5.2.1 a) b) Commercial Machinery and Equipment The Contractor shall supply: 1) Detailed drawings showing the general arrangement of the machinery and equipment, where applicable, including sectional views, main dimensions, pipes and electrical connections, identifications of major components, capacities, weights and centres of gravity in the working condition (loaded and filled) as well as empty, etc and indicating, where appropriate, the size of any breakdown units for shipping. A foundation plan with dimensional bolt positions shall be included. 2) A circuit diagram in sufficient detail to enable all modes of control, warning and safety to be identified. 3) Operating and Maintenance Handbooks as specified in the SRD. Handbooks are to conform to the requirements specified in Def Stan 02-40 Parts 1 & 3 (Both Obsolescent suitable for use in support of legacy equipment only). 4) List of Parts showing identification numbers and manufacturers of all components. 5) All Commercial Machinery and Equipment supplied is to conform to BS EN ISO 10472-2:2008. For all machinery and equipment accepted for installation additional detailed drawings shall be supplied as may be necessary to enable the machinery or equipment to be properly installed, maintained, and repaired. This should indicate the access panels required for overhaul and maintenance together with clear indication of the access required to carry out the maintenance and any withdrawal space necessary, e.g. to clean filters, etc. 3 DEF STAN 02-123 Part 2 Issue 3 5.2.2 Machinery and Equipment Designated for the DE&S a) The sponsor will provide guidance drawings and a procurement specification giving basic design information and any restrictions on configuration and design. b) The Contractor shall prepare design drawings in accordance with Clause 5.2.1a) ( 1), 2) and 4)) together with a description of the machinery or equipment giving operating and maintenance requirements and submit them for approval. c) After agreement of the design the Contractor shall prepare and submit for agreement detailed manufacturing drawings. 5.2.3 Drawings a) Drawings shall be prepared in accordance with the requirements of Def Stan 05-10. b) The Shipbuilder is to supply detailed drawings of all fittings in the laundry and associated spaces, as listed in the SRD, Clause 6.5 and Table 1. 5.3 Materiel a) All materials and components used in the manufacture of laundry machinery, equipment and fittings covered by this standard shall conform to the requirements of the following clauses unless prior agreement has been given for the use of alternatives. b) All components shall be standard commercial products or MOD stock items. Specially manufactured items shall not to be used unless absolutely unavoidable. c) Materials used shall be to the following specification: d) Mild Steel Def Stan 02-791 Part 1 (Obsolescent suitable for use in support of legacy equipment only) Stainless Steel BS EN 10088 Part 2 Decorative Laminated Plastic Sheet Flame Retardant BS EN 438 The Design Criteria for the use of hazardous materials shall be as follows: 1) Aluminium - The use of pure aluminium is restricted. Equipment containing pure aluminium is only to be offered in satisfaction of this standard after consultation with, and with the written approval of, the Sponsor; 2) Asbestos - The use of asbestos in any form or quantity is prohibited. Equipment containing asbestos shall not be offered in satisfaction of this standard; 3) Cadmium - The use of cadmium is restricted. Equipment containing cadmium is only to be offered in satisfaction of this standard after consultation with, and with the written agreement of, the Sponsor Section; 4) Chlorosulphonated Polyethylene and Polyvinyl Chloride - The use of Chlorosulphonated Polyethylene (CSP) and Polyvinyl Chloride(PVC) as insulating material for electrical cables is restricted. 4 DEF STAN 02-123 Part 2 Issue 3 5.4 Electrical Requirements Equipments are to meet the requirements of Def Stan 08-107 in full, unless otherwise stated in the SRD. 5.5 Water Supplies The equipment shall be suitable for operating on cold or hot fresh water system pressures as specified in Def Stan 02-728. 5.6 Labelling Marker plates shall be manufactured and secured to face of all machinery and equipment adopted by DE&S as standard equipment in accordance with Def Stan 02-900 Part 3.2 Chapter 7 Annex A. 5.7 Shipping and Securing All components and sub-assemblies that require to be upkept by exchange shall be capable of passing through hatches and openings as specified in Def Stan 02-127(Obsolescent suitable for use in support of legacy equipment only). 5.8 Laundry Equipment Trials a) The Shipbuilder shall be responsible for arranging and carrying out Laundry Equipment Trials (LET) and Compartment Habitability Trials unless otherwise specified in the SRD. b) The Shipbuilder shall contract the current laundry operating contractor as specified in the SRD, to adequately operate all laundry equipment for the trials. c) The Shipbuilder shall be responsible for the recording of all parameters as stated in the test procedures and forms in accordance with Def Stan 02-102 Part 1(Obsolescent suitable for use in support of legacy equipment only), Def Stan 08-159 Part 2 and the SRD. d) The Shipbuilder shall provide all test equipment required for the trials. e) The Shipbuilder shall provide sufficient washing powder and an adequate supply of dirty laundry for washing during the trials. f) The duration of the Trial is to be specified in the SRD. A continuous cycle of washing, drying and pressing, with full loads of dirty laundry is to be carried out. g) The following pre–requisites are to be considered in addition to all Health and Safety precautions necessary to carry out the LET: 1) All access doors and hatches are to be closed during the Trial; 2) All filters in the compartment exhaust trunking and drying tumblers shall be clean and ‘lint free’ for the Trial; 3) Where the laundry and associated spaces are adjacent to hot compartments, e.g. machinery spaces, drying rooms, etc, it is required that these compartments be at their normal temperature. 5 DEF STAN 02-123 Part 2 Issue 3 6 Design Requirements/Guidance 6.1 General Requirements 6.1.1 Design a) All machines, equipment and fittings shall be as compact and light as possible consistent with strength, durability, and their respective duties. Machines are to be of fabricated steel construction and overhanging masses reduced to a minimum. b) No part of any machine or appliance shall project below the level of its baseplate which is to be level on the underside. c) Metal parts exposed to washing detergents shall be of approved non–corrosive materials. 6.1.2 Material and Workmanship a) The design, material, workmanship, finish operation, and details of machinery, equipment and fittings shall be adequate for the purpose intended. The interior and exterior of the machines, equipment and fittings, where applicable shall be thoroughly cleaned and properly finished. b) The stainless steel used for the manufacture of equipment and fittings shall comply with BS EN 10088 Part 2, Dull Finish 2J. c) Formed sections shall be true 90° bends with flat faces with minimum radii. d) Large surfaces shall be flat and true. Any stiffening is to be secured by countersunk flush rivets or spot welding. e) Edges of carcasses, shelves or partitions shall be suitably flanged and stiffened to withstand operational use. f) All burrs shall be removed. g) All fasteners and edges shall be finished in such a manner so as not to snag linen or create a hazard to laundry operators. h) Assembly joints on the front and top of carcasses and drawer fronts shall be fully welded. Welds shall be uniform in profile and are to blend into the surface of the parent metal. i) Spot welds and rivets shall not to be spaced more than 75 mm. j) Stainless steel furniture shall not be painted. k) Plywood is to be fireproofed. 6.2 Washer/Extractors The equipment shall have a rated dry weight loading capacity in accordance with the SRD, with a washing cycle of not more than 30 minutes, unless otherwise specified. 6.2.1 Water Supplies Subject to efficient washing and rinsing of articles, water consumption shall be kept to a minimum. See also Clause 7.1. 6 DEF STAN 02-123 Part 2 Issue 3 6.2.2 Heating Arrangements Machines shall be provided with thermostatically controlled electric heating of the wash liquids. Heaters shall automatically cut-out in low water condition. 6.2.3 Control and Operation The method of operation and control shall be simplified and shall be suitable for use by an unskilled operator. 6.3 Drying Tumblers The equipment shall have a rated dry weight loading capacity in accordance with the SRD with a drying weight capacity per hour to match the washer/extractors selected. 6.3.1 Lint Screens A removable ‘lint’ screen shall be provided in the air outlet ducting. Care shall be taken in design and manufacture of the lint screen to ensure that air–tight joints are made and that the screen is readily accessible for removal without undue increase in the space required round the machine for access. The lint screen shall be designed for removal from the front end of the machine. 6.3.2 a) Safety Devices The following safety devices against burning out of the heating elements shall be provided: 1) The heating circuit shall be electrically interlocked to ensure that the heater will not operate until the driving motor and fan are running; 2) The door shall be electrically interlocked with the power and heating circuits, so that on opening the door: 3) i) The main driving motor is switched OFF and the inner cylinder comes to rest; ii) The heater is switched OFF; A control thermostat and overheat cut–out shall be included in the heating circuit. 6.4 Presses 6.4.1 Air Pressure The presses shall be pneumatically operated and to work efficiently on an air supply of 5.2 bar to 6.9 bar. 6.5 Configuration a) All equipment shall be suitable for siting close to bulkheads or other obstructions on at least two sides without impeding operation or maintenance of the equipment. b) The size of equipment shall be kept to a minimum for upkeep by exchange purposes. See Def Stan 02-123 Part 1. c) Configuration of all equipment is subject to available space and shape. d) Drawing guidance for the fittings listed in this standard are given in Figure 1 to Figure 7 and in Table 1. 7 DEF STAN 02-123 Part 2 Issue 3 6.6 a) 6.7 Construction Construction guidance for the following fittings is given in Table 1: 1) Soiled Bundle Bins (Figure 1); 2) Sorting and Marking Table (Figure 2); 3) Combined Sorting and Ironing Table (Figure 3); 4) Classification Bins (Figure 4); 5) Ironing Table with Shelf (Figure 5); 6) Two Tier Work Table (Figure 6); 7) Issue Rack (Figure 7). Labelling Plates for washer/extractors and drying tumblers shall have the capacity in dry weight per load included upon them. 6.8 Painting The preparation and painting of mechanical machinery items shall be in accordance with BR 3939 unless exempted from the requirements by DE&S. 6.9 Shipping and Securing a) Lifting points shall be provided on machinery and equipment where necessary for shipping purposes and shall be arranged so that damage to the equipment can be avoided when slinging. b) Securing arrangements shall be provided for bolting to a deck seating or plinth. 6.10 Safety a) Interlocks, guards, etc shall be provided as may be necessary to prevent human contact with working parts and energized electrical components when the equipment is operating and to prevent accidental operation during maintenance. Guidance is given in BS EN 60204 Part 1. b) Warning labels shall be provided in accordance with Def Stan 08-107. c) The control arrangements shall be designed to ensure that there is no danger to the operator’s hands or person during the pressing operation. 6.11 Reliability All equipment covered by this standard shall be capable of performing the designed functions continuously under the environmental conditions quoted in Def Stan 08-123 and as specified in the SRD. 8 DEF STAN 02-123 Part 2 Issue 3 6.12 Maintenance a) Requirements for routine maintenance shall be kept to a minimum. b) All routine maintenance operations shall be capable of being carried out without dismantling other fittings or pipework. c) All lubrication points shall be easily accessible. d) Access panels to non–electrical gear shall be secured by quick release fastenings to eliminate the need for tools. All such fastenings shall be of a captive type. e) Equipment shall be designed to allow for easy component replacement rather than for the repair of defective components. 9 DEF STAN 02-123 Part 2 Issue 3 Equipment Stainless Steel* Plywood** Figure Soiled Bundle Bin. 1.6 mm - Figure 1 1. Can also be used as a ironing table. Drying Tumblers Equipment of the rotary open–ended type, electrically driven and with an electrical heating unit of sufficient capacity to dry the quantity of damp laundry work for which it is designed. Ironing Table A table for general ironing. Issue Racks A rack for the stowage of laundry bundles or finished items prior to issue.
