A photo of the old system which clearly shows it cannot be used anymore, e.g. it has a large hole in it and has the make, model and serial number written on the back or clearly in the photo or, A Declaration of Decommission (Part B of this document) has been fully completed.

To create Victorian Energy Efficiency Certificates (VEECs): •

You must be the owner of the VEECs, either by having installed an eligible system at your property, or by having the VEECs correctly assigned to you by the original owner of the VEECs. You must have all the correct and signed documentation required to create VEECs. You must create VEECs within 6 months of the end of the calendar year in which the system was installed.
Guide for Creating VEECs for Quantum Heat Pump Systems This guide explains how to create Victorian Energy Efficiency Certificates (VEECs). In the context of solar water heaters (SWHs), the calculation of a VEEC is the abatement factor x regional factor. The abatement factor is determined by the product and the regional factor is determined by the postcode.
The Victorian Energy Efficiency Target (VEET) is a Victorian Government initiative promoted as the Energy Saver Incentive.
Mandatory introductory information Consumers in respect of whom a prescribed activity is undertaken can create Victorian energy efficiency certificates (VEECs) under the Victorian Energy Efficiency Target Act 2007. One VEEC represents one tonne of carbon dioxide equivalent (CO2-e) to be reduced by the prescribed activity undertaken by the consumer. Consumers are able to assign their right to create VEECs to an accredited person. In assigning their right to an accredited person, the accredited person will be entitled to create and own the certificates in respect of the prescribed activity undertaken by the consumer. In return, the accredited person should provide consumers with an identifiable benefit for the assignation, such as a price reduction on a product, free installation or a cash-back arrangement. Consumers should be aware that it is their responsibility to negotiate satisfactory terms with the accredited person in return for assigning their right to create VEECs.
