Specification of Multipurpose Fire Tender Scope: Fabrication of Multipurpose Tender on MAN 25.280 Chassis (with Original Cabin). The Fire Tender will be fabricated with the best material & good workmanship, ensuring effective & efficient operation of the Tender. All wiring will be properly fixed in position & will be protected against heat, oil & physical damage wherever necessary wiring will be pass through PVC sleeves. All important electrical circuits will have separate fuses suitably indicated & grouped in a common fuse box located in an easily accessible position. Towing or eye of adequate strength & design will be provided at the rear and front of chassis. General Requirements: The Fire Tender will incorporate a UL certified confirming to EN 1028 international standards fire pump of High Pressure- Low Pressure type having discharge capacity of at least 3500 LPM (Make- Rosenbauer) of water at a pressure 10 Kg/cm2 & Min. 300 LPM @ 40 Kg/cm2, a water tank of 8000 Ltrs. capacity made of SS. Foam tank of 800 ltr made of SS 304, Supplementary extinguishing system of DCP 1 x 500 Kgs capacity vessel & CO 2 2 x 9 Kgs capacity (Trolley Type), Various types of fire Fighting Equipments and Accessories. Water Tank:The water tank will be of 8000 liters capacity made out of mild steel 5 mm for Bottom & 4 mm for side, top and baffle plate. The tank fitted on the chassis so as to allow full flow of water to pump. The tank will have baffles plates in longitudinal direction to avoid surge when the vehicle is braking, accelerating and cornering. All welding area will be smoothening with the use of grinder. Tank will be cleaned and dried. Tank will be mounted on the chassis in a manner keeping in view the proper load distribution on the axles. The tank will be suitably baffled to prevent surge when the vehicle is breaking, cornering or accelerating. The baffles will be arranged in a manner to facilitate the passage of a man throughout the tank for cleaning purposes. Tank will be mounted on four cross bearers to counteract stresses caused by chassis flexing and will be so secured that it can be removed. The bolting will be so designed and mounted as to bring the centre of Gravity of the appliance as low as possible. Tank will be rectangular in shape & the mounting of the tank also will be flexible type to prevent the tanks distortion due to the chassis flexion. An inspection manhole of not less than 450mm size will be provided on the top the manhole will have a hinged cover so that the manhole will also act as a filing orifice. Cover will be marked “WATER”. Suitable eyes will be provided on the shell of the tank to enable it to be lifted off the vehicle for repairs/replacement as necessary. A cleaning hole of 250mm dia will be provided at the bottom of the tank. The cleaning hole will be fitted with a 25mm dia drain pipe with a valve & plug connection & will be taken down to a point well below the chassis without reducing the effective ground clearance. The tank will be fitted with a min. 100 mm bore overflow pipe taken down to a point well below the chassis without affecting the effective ground clearance when fully loaded and discharge away from the wheels. 2 x 63mm instantaneous hydrant connection incorporating a strainer will be provided close to the pump panel. Separate valves for performing the function will be provided to control the flow of water to the hose reel equipment. Drain plugs will be provided. Visual level gauge of the Acrylic tube will be provided at the control panel calibrated ¼, ½, ¾ & full & a dial gauge water level indicator will be provided in driver’s cab. The tank will be connected with the pump and hose reel in such a manner that pressurization of water tank or water tank-pump connection is not possible when pumping water from an outside source of supply. The plumping between the pump and the hose reel will have a clear unobstructed waterway of not less than minimum 20mm throughout without any obstruction. Foam tank : A foam tank of a 800 ltr capacity shall be suitably mounted on the chassis. The tank should be fabricated out of stainless steel plates of SS 304 grade, having 4 mm thickness for the bottom and 3 mm for sides, top and baffles. The tank shall be of welded construction having suitable eye hooks on the shell of the tank to enable it to be lifted off from the chassis for maintenance purpose. The tank shall be provided with baffle plate to prevent surging and adequate arrangement of suitable size for filling of tank. A suitable sump with drain valve will be provided at the bottom. One air release valve will be fitted to the tank which will work both ways i. e. at the time of filling the tank and drawing the foam compound when the units is in operation. Necessary pipelines will be provided for feeding the foam compound to the inductor. Metallurgy of all foam compound carrying pipelines and various immediate attachments of the foam compound tank must suit to deal with AFFF foam compound. A level indicator will be provided for the foam tank. Foam transfer pump: A suitable hand operated foam transfer pump shall be provided for transferring the foam compound from drums to foam tank without causing any frothing in the tank. Necessary connections for transfer the foam compound shall be provided. Main Pump: UL certified pump will be multi pressure having discharge capacity of 3500 LPM @ 10 Kg/cm2 & 300 LPM @ 40 Kg/cm2. The pump body will be made of GM/Alloy with SS pump shaft & will be carried in anti friction bearings. Shaft seal will be of self-adjusting, maintenance free mechanical type. Pump will be designed to operate in both High Pressure-Low pressure modes simultaneously and independently. Both the Impeller would be mounted on single shaft. The Delivery outlet of Pump will be connected to monitor & 2 Nos. screwed 63 mm delivery female outlets inst. type with blank caps at the rear side along with twist type lugs made of GM. The monitor & other outlets will be fitted with lever-operated valves. The Pump will have one suction inlet of min. 100mm size on rear side & will be provided with SS strainer, which will be removable easily. The pump will be able to take the suction from the water tank in normal condition. The pump will be fitted with a high-pressure relief valve that will operate automatically when the water pressure exceeds 50 Kg/cm2. The pump will have a thermal relief valve, which will operate if the water temp. Inside the pump exceeds 50ºc. Primer: The main pump will be fitted with PRIMATIC reciprocating Type primer. The primer will be capable of lifting water from 7 Mtrs. at a rate of not less than 30 cm/sec. The auxiliary pump will be directly fed from the water. Hose Reels: Two high pressure hose reels Auto winding with 60 mtr hose for each will be provided to facilitate operation of the Main Pump & will be mounted so as to be easily accessible. Working pressure of hose will not be less than 40 Kg/cm2. Fitted with fog and jet gun along with Gun holding fixture. 2nd Indepedant Pump: Diesel Operated 38 LPM @ 100 Bar of Rosan bauer make, complete with hose reel of length 60 M to be provided PTO Unit for Main Pump: VAS PTO Operated pneumatically & and provision of mechanically, manual Operation unit will be fitted behind the engine gear box, to drive the pump at the rear. The lever of the PTO unit will be fitted in the driver’s cabin. A suitable cooling system (copper coil) will be inbuilt in the PTO to cool the oil in the PTO. Max. Through torque of the PTO will not be less than the max through torque of the chassis engine. The PTO will be connected to the chassis gear box & the pump through heavy duty propeller shafts and centre bearings etc. Cooling System: Indirect cooling system of open circuit type consisting of a special heat exchanger will be provided on the chassis to enable full power output to be maintained during the pumping out without overheating and hot water discharged, will be amply dimensioned for both condition. Foam Proportioning System: Around the pump Foam Proportioning System to be provided duly calibrated so that depending on Outlet opened or Equipments used Foam induction adjust automatic. Water –Foam Monitor: (AK RON Type) 1. Water Foam monitor having Discharge capacity of 3000 LPM @7 Kg/ cm2 duly treated with anticorrosion treatment will be mounted on the top of the appliance in such a manner that it can be manually operated by a crewmember. The monitor will be capable of traversing through 360° in horizontal plane. Elevating from horizontal to 45° & depressing from horizontal to not less than 15° & fully rotation in both directions. The monitor will be capable of projecting the foam discharge to an effective distance of not less than 45 to 50 m in still air when operated at design pressure. Monitor will be provided with Jet-spray type Nozzle. 2. In addition to above water monitor with jet nozzle is to be provided for higher vertical height Water-Foam Piping: All piping will be sized so as to have min. pressure drop & achieve the required pressure & flow at various locations. All pipe fitting & valves (except butterfly valves) will be SS-304. All piping will be designed for 10% over the max. Pressures encountered in the pipe. The piping will be flanged for ease of maintenance. All lines will be hydraulically tested at 1.5 times the design pressure however in no case will the lines will be hydraulically tested below 18 Kg/cm2. All lines will be having suitably supported so as to provide rigidity & avoid vibrations. All lines less than 38 mm size will be socket welded. All lines above 50 mm size will be butt-welded with full penetration welds. All bolting will be of SS 304. The draw off pipe will be provided in such a manner & in such a position that sludge does not pass into foam piping. Control Panels: Adequate illuminated pump operating control panel will be provided on the rear side of the Fire Tender. All controls of the system will be spaced properly & marked for easy operation. All valves will be of lever-operated type and will be made of SS with Teflon seats. All other controls like electrical siren, PA system will be provided at driver's cab. All control panels will have clearly written operating instruction plate. Further following also to be provided on rear side on/ near control panel − − − − − Level Indictors for Water Tank and Foam Tank Compound Gauge, Normal Pressure and High Pressure Gauge Auxiliary throttle control for the engine. Cooling water circuit control. Hydrant connection for water tank filling pipes. − − − − − − − − − − Delivery outlets of the pump along with blank cap with chain. Suction inlet of pump with blank cap and chain. Operating instruction plate; and flushing out instruction plate. Control for water tank to pump valve. Control for flushing out piping. Pump to Hose Reel Hydrant to Hose Reel Pump to Monitor. Light point for pump panel. Drain valve. In addition to the items mentioned above, any other items that may be essential will also be provided. Any of these items, which are also required in the driver’s cabin, will be provided at suitable locations in the driver’s cabin. Body Work & Stowage: The cabin will be designed for better & wide vision, enough working room inside the cabin & to have enough aesthetic value. Enclosed accommodation for six persons will be provided in the driver cab-cumcrew compartment including the driver and the in-charge of the crew. The cabin will be double compartment without partition. The driver seat & Fire officer seat will be of an adjustable type (free adjustable). All the seats will have foam cushion and will be covered with best quality Rexene. Provisions will be made to store BA sets in the back rest of the driver, officer and the crew seats with suitable clamps and brackets where the BA sets (single cylinder) will rest and will not be kept in a hanging condition. Two doors on each side will be provided on the driver cab-cum-crew compartment. Doors will be fitted with safety glasses and be of horizontally sliding type window. The wind screen glass will be toughened glass. The glasses on all the windows and doors will be fixed in aluminum sections & will be fitted on rubber beading including wind screen glass to absorb the extra pressure/jerks when the fire tender is moving. The sliding glasses will be provided with spring loaded locks operated from inside the cabin. Below the crew seat space will be provided for storage of equipments like spare cylinders of the BA set of the same capacity, mechanical tool etc. the doors will be hinged type opening outwards, hung forward, catch locks and flush type handles. Also six Hangers for Fire Man’s helmets above crewmembers sitting arrangement will be provided. (Cabin should be as per original cabin specifications) The cab and the lockers would be of composite construction with sufficient rigidity, reinforcement, and as far as possible 38mm x 38 mm x 2mm thick M.S. square tube of sufficient strength will be used for the super structure. 16 gauge aluminum sheets will be used for exterior paneling work all over. For inner lockers-walls18 gauge aluminum chequered sheet will be used. 2 mm thick aluminum checkered plate will be used on all lockers and cab floors and top roof. Lockers will be provided for secure stowage of all accessories and equipments provided with Fire Vehicle. The lockers will be provided aluminum rolling shutters. All equipment will be stowed very scientifically & systematically in the lockers and each pieces of equipment will have its designated location so that at the time of Emergency the required equipment can be very easily located & removed for use. Location of equipment (labels) will be provided on lockers for immediate identification. Each equipment will be properly clamped and strapped in the lockers to prevent shifting of the equipment while the vehicle is in motion. The shutter will have smooth operation. Locker shutter will be equipped with electric switch to provide automatic switch on/off of compartment lights. All the space below the rear body and chassis will be utilized for making lockers for storage of equipment. These lockers will be covered with flap type doors opening downwards. Heavy duty chains and hinges will be provided on these doors so that these doors when open can be used as climbing steps for access to the lockers above it. Guide rails over entire length on both sides. Suitable arrangement will be provided to carry four 2.5 m nos. of suction hoses in convenient location on top of the Vehicle. Also One Through locker behind Crew Cabin to be provided where one side Stowage for Portable Pump and other side Stowage for Various Equipments with sliding Drawer type latest arrangement to be made. Other Construction Details: Grab rails & non-slips steps of heavy chequered plate will be provided wherever necessary. The entire structure of appliance will be welded structure made of MS only, square tubes, angles and channels. The paneling will be done from 16g aluminum sheet for outside & 18g aluminum sheet/chequered plate for inside. Complete flooring will be of 16g aluminium chequered plate. The vehicle will be covered from top with 16g chequered plate having rainwater channel at both side. The openings for equipments will be sealed properly to ensure no water goes inside. For all water fittings necessary arrangement will be made to enable the operator to locate the desired equipment instantly & thereby save valuable time at the time of fire. This arrangement will be such that none of the items damage the internal paneling & thereby increase the life of the vehicle. Suitable clamps, brackets, holders etc. will be provided for all other items. Ladder Gallows: Gallows will be provided to carry a 10.5m conventional light type extension ladder. The design will be such that the ladder can be released without difficulty from a reasonably accessible position & will embody rollers to permit easy withdrawal by one man. Means will also be provided for locking the ladder when stowed. Public Address & Storage Equipment: Battery operated lighting bar and Multi-tone hooters/mike with amplifier will be provided. A light bar operated with battery, having hooter & PA system in built amplifier and a microphone will be provided in front of officer’s seat in the driver’s cabin. ( Ahuja/ Grand) Electrical System: All important electrical circuits will have separate fuses suitably indicated & will be grouped into a common fuse box located in an accessible position in Driver’s cab and fitted with means for carrying spare fuses. All the wiring will be dipole & properly fixed in position and not be exposed to the atmosphere for protection against heat, oil & physical injury. Conduits will be used wherever necessary. All equipment’s lockers will have individual lights and these will be operated by means of a master switch (two ways) on the dash board in the driver’s cabin as well as from the local i.e. from lockers) The switch of the siren will be provided on the left corner of the dash board (Near front left side.) Two fog lamps will be suitably attached to the front bumper of the appliance. Reverse lights with on-off buzzer, on either side will be fixed suitably at the rear of the appliance with wire mesh in such a manner to prevent accidental damage by the firemen while mounting the tank top. Accessories: The vehicle will be provided with the following accessories in addition to those normally fitted to the chassis. Reversing lights- Lamp suitable to assist reversing Tools- All tools required for normal routine maintenance of Fire Tender which are not including in the kit for the chassis. Search light- Adjustable to give flood or beam light, mounted in convenient position. Red Glossy paint DUPONT make and thickness of 0.12 to 0.2 mm thickness using double coat spray painting on the outside. The company logo will be painted in cyan blue colour with white background and name will be written on the both sides of fire tender with self – illuminating florescent yellow colour. Before final painting of fire tender two coats of anticorrosive primer coat will be applied. All the chassis and wheel arches will be painted black. All the piping will be painted red, Foam Piping Yellow and Water Foam Piping with Yellow and Red Strip. The Vehicle will be clearly and permanently marked with the following, preferably on a metal plate attached in the driver’s cabin & also near the pump operating control panel.       Manufacturer’s name of trademark. Year of manufacture. Capacity of pump in LPM & water, foam tank in Ltrs. Capacity of Vessel & other relevant details Flow Diagram for Water-Foam Piping Engine & chassis Nos. General Requirements: The vehicle will conform in all respect of the provisions contained in the M.V. Act 1988 and M.V. Rules 1989 or to any other statute modifications or re-enactments thereon from time to time. All the equipment necessary for R.T.O.’s clearance will be provided on vehicles. Acceptance Tests: The following acceptance will be given to the complete satisfaction of the user without any extra cost. The design of the tender will be such that it will not affect the chassis characteristic as specified by the chassis manufacturer such as speed, turning circle, acceleration etc. The stability of the appliance will be such that when under fully equipped & laden condition, if the surface on which the appliance stands is titled to either side, the point at which over turning occurs is not passed at an angle of 27° from horizontal. The rating of pump will be min. 4 hours. The priming will be tested as per condition described earlier. Acceptance Test / Inspection: Final acceptance test/ inspection will be in accordance to IS 10460 where applicable and as per following performance tests:• • • • • • Road test. Stability test. Pump test Primer test. Water Foam Monitor, Hand line, Hose Reel Performance Test Equipments/ accessories test/inspection Instruction Book, Accessories & Equipment: Instruction Book/s for the guidance of the user, including both operating and normal maintenance procedure will be supplied. The book(s) will include illustrated spare-parts giving reference numbers of all the wearing parts. - Dry Powder System: 500. Capacity will be suitably located with one handline of 5 to 8 mtrs. -25 mm dia .fitted with trigger – type gunmetal nozzle having an output of approx 1 to 2.5 kgs/sec. The DCP unit will be supplied duly charged with foam compatible dry chemical powder as per IS 4308 being ISI mark. CO2 System: 9.5 capacity CO2 cylinders one manifold for two cylinders will be provided with Hose reels for CO2 discharge, reel fitted with 15 mtrs long high pressure hose. These cylinders will be placed in lockers at a convenient position in the tender. CO2 cylinders will have CCE Nagpur approval and ISI Marked.
