Solicitation Amendment 001 is being issued to answer Bidders’ questions, add supplemental general conditions, to extend the solicitation closing date to November 21, 2016 and amend Annex A, Requirement and Annex C, Evaluation. Questions and Answers: For Stereomicroscope 1 and 2: Question 1 Part 1: With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.1.3 and 1.2.3, in regards to the objective lens, if the bidder meets the working distance requirement with a 1X or 0.8X would this be acceptable? Answer 1 part 1: Yes it is acceptable as long as the working distance and total zoom requirement are met. The objective Lens range requirement is being removed, please see Annex A and Annex C below. Question 1 part 2: With this type of application extra working distance of above 120mm is usually the standard and it is easier for the user to solder and manipulate their sample. Would Working Distance above 120mm be acceptable? If so to what point above 120 mm is it acceptable? Answer 1 part 2: The microscope will be used at a sitting position, so the eyepieces should be adjustable for comfortable sitting position. Therefore, Working Distance above 120 mm is acceptable as long as distance from the eye pieces to the base of the microscopes is 2 feet or less. Question 2: With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.1.4 and 1.2.4, please explain the requirement with this statement as it is contradictory. Please specify what overall magnification the Department of National Defence (DND) needs since the requirement has already specified its zoom ratio. As far as we are aware there is no stereo microscope with a total zoom of 1X to 25X. What overall magnification do you require? Answer 2: DND requires total zoom minimum range of 3X-5X to total zoom maximum of no less than 25x (total zoom higher than 25x is acceptable). Please refer to Annex A and Annex C below. Question 3: With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.1.7 and 1.2.7, usually a stereomicroscope with this magnification does not require a fine focus. This feature comes with a significant additional cost. Would coarse focus only be acceptable? Answer 3: DND requires both fine and coarse adjustments therefore the specification will remain unchanged.. Question 4 part 1: With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.1.10 and 1.2.10, does DND require the camera to have both HDMI and USB output or would just USB output be acceptable? The requirement asked for USB 3.0., would USB 2.0 be acceptable if we can meet the frame rate requirements?

Answer 4 part 1: USB 2.0 output is acceptable if it will sustain the frame rate (a minimum of 30 frames per second) and standard High Definition resolution. A USB solution must also include software. Question 4 part 2: Is the frame rate requirement of a minimum of 30/fps for both USB and HDMI output? Answer 4 part 2: Yes frame rate requirement of a minimum of 30/fps applies to both USB and HDMI output. For Stereomicroscope 1 only: Question 5 With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.1.8, the requirement asks for a universal double boom stand. Would a single horizontal arm with grease free ball bearings designed for smooth, precise movement with vibration dampening properties be acceptable? Answer 5: DND requires a double boom arm which will remain mandatory for stereomicroscope 1. For Stereomicroscope 2 only Question 6 With regards to the Mandatory Technical Requirements in Annex C, Evaluation, Criteria 1.2.8, the specification calls for a basic stand but section 1.2.12 asks for a VESA (Video Electronics Standards Association)) desk mount. Please explain the type of stand required? Answer 6: The VESA desk mount is to hold a monitor that is displaying the camera output from microscope 2. This item is not mandatory for the purchase and is being removed from the requirement, please refer to Annex A and Annex C below. Question 7 With regards to the Mandatory Technical Requirements in Annex C, Evaluation, 1.2.12, please explain this requirement. VESA stands for Video Electronics Standards Association and does not apply to a Stereo Microscope. Do you require a Flex Arm Stand? If so this conflicts with statement 1.2.8 which asks for a basic stand which usually means a small platform with a small rigid focus column attached to it. Does DND require a Basic Stand or Flex Arm Stand? Answer 7: Stereomicroscope 2 must have basic stand only. At PART 6 - RESULTING CONTRACT CLAUSES Insert: 6.3.2 Supplemental General Conditions

Background
The Department of National Defence, CFB Borden, has a requirement for two (2) Stereomicroscopes. The Stereomicroscopes are to be used in a classroom setting for soldering classes at the Canadian Forces School for instructional purposes and will be used to project printed circuit boards in a regular program at the school. 2.0

Working Distance above 120 mm is acceptable as long as distance from the eye pieces to the base of the microscopes is 2 feet or less. 2.1.4 The Stereomicroscope must have total zoom of between 3x to 5x (Minimum zoom) and no less than 25x (maximum zoom). 2.1.5 LED ringlight system with quadrant selection to choose optimal lighting based on sample. Either standalone with HDMI output to HD projector or for use with a computer via USB 3.0. The camera must connect to either the third tube, or phototube, and have HDMI output to a projector. The Stereomicroscope systems must be CSA approved. The Supplier must provide delivery and complete installation, including system configuration, of both units at CFB Borden.

Performance verification documentation after the system is installed must be made before acceptance and payment. On-site training must be provided at time of installation at CFB Borden. Hardware must have a warranty of 5 years, electronics must have a warranty of 1 year. On-site service technicians must be available within 2 business days of a service request. Telephone support service calls must be responded to within one business day.
