2. Features (Image)
Your offer’s compliance to C-DAC’s requirements (Yes/No)
• (Bidder should specify tool/equipment Make and Model here) • Should be able to load, save, process and analyze a single image, sequence of pictures or videos from a Video Management System (VMS), or external source. All these features should be working on the same platform. • Should support at-least standard image formats such as jpeg, bmp, png, bmp, tiff. targa etc • Should at least have following edits image geometric features; o Crops a region of interest of the image o Mirror the image o Rotate the image o Resize the image • Remove the perspective effect on a plane of interest in the image (image rectification). • Correct the geometric distortion caused by capturing optics (barrel and pincushion lens distortion). Support the selection of multiple lines for the estimation of the curvature to compensate. • Should be able to improve the image contrast by uniformly distributing the pixel values. Support the optimization of a specific region of the image. Page 1 of 7

• Should support following features: o Sharpening of an image o Smoothening of an image o Should reduce block artifacts from lossy compression • Should be able to improve the image contrast by uniformly distributing the pixel values. Support the optimization of a specific region of the image. • Should display the image in morphological and statistical features. • Analyze the images with various thresholds and edge detection techniques. Features (Video)
• Should be able to load a video from file (such as avi, flv, 3gpp, wmv, mov). • Should have option to write the current video to a file. • Should be able to select a single frame of a video. • Should correct the aspect ratio of field based video. • Should be able to load multiple images as a video. • Should convert interlaced videos into progressive ones. • Should correct the blur of objects that are out of focus (big blur). • Support several options to choose active fields, their order and the interpolation method. • Should have feature of selecting frames from the video with an interval with an optional step. Support the trimming of the original video stream without trans coding. Page 2 of 7

• Should be able to improve the image contrast by uniformly distributing the pixel values. • Should reduce block artifacts from lossy compression. • Allow the advanced video playback by frame navigation, adjustable frame rate and jog controls. • Fast Red action control to hide sensitive data using blurring, darkening, pixelating selected area. • Should correct the blur caused by linear motion (moving subjects or camera). • Should have option to stabilize a shaking video by keeping the current selection steady. The object of interest must be present in all frames. Should support different stabilization modes. Other Features
• Should display Exif data contained in digital images. • Should verify alteration of image and video files in saved projects using hash function. • Should have a facility to enhance image by multiple frames e.g. frame averaging, super resolution. • Should have screen capture utility to capture playback from DVR console display or proprietary player to avoid conversion and downscale issues. • Should convert proprietary surveillance video files to a standard viewable format such as H.264. • Should correct the perspective in order to see the picture of the scene from a different angle. • Document evidence: Automatically Page 3 of 7

generate detailed reports (in .doc, .pdf or .html formats) so that the investigation process will be clearly documented. The report should document scientific methodology and includes all the technical details of the processing and relevant frames and processing steps selected by user. • Should have a rich collection of examples and video lessons to start from basics, and should have dummy cases for practice purpose. • Should allow to track various objects such as people, areas etc. • Display hash code of specific files, information about the file formats. • Display hash code of specific files, information about the file formats. 3
