General 1.1 This technical equipment specification describes a 800MHz P25, Phase I Trunking Station for use by the State of California (State) in a public safety land mobile radio system. 1.2 The station shall operate as a single site P25 Trunking System upon delivery utilizing: 1.2.1
narrowband (12.5 KHz) frequency plan.

1.3 The architecture must be such that no single piece of equipment will cause a catastrophic system failure that prevents communication. At least one level of Fallback is required before entering Failsoft mode. If the proposed system employs a distributed channel control architecture throughout all of the basestations, thus providing trunking functionality all the way down to one channel remaining in trunking operation, then Failsoft mode is not required 1.4 Fallback Mode- Provides graceful degradation - where upon failure of the primary Control Channel (C/C), the system automatically switches over and selects a predefined Channel to take over the failed C/C task. The Subscriber Units will sense loss of the C/C and scan to the backup C/C. This backup C/C may be one of the original Traffic Channels thus decrementing the Traffic Channel count and temporarily reducing overall trunking capacity until the primary C/C is restored. An alarm indication that the primary C/C has failed shall be sent to the remote System Maintenance and Alarm computer. 1.5 Failsoft mode- when the primary C/C and it’s backup C/C both cease to function, the remaining operational Traffic Channels of the trunking system shall revert to conventional P25 mode operation The SU’s will scan for the backup C/C and when unable to locate it, will revert to their preprogrammed “failsoft” frequencies. 1.6 The complete trunking system, to include transceivers, controllers, RF combiners, multicouplers, local management/ maintenance & alarm computers, backup power and power processing equipment shall be supplied in 7’6” tall EIA Standard 19” racks. Vault space is a premium, therefore vendors should endeavor to consolidate and minimize floorspace requirements. Vendors shall identify their total rack count required for their offering. Each rack is allocated a 2’ x 2’ equivalent footprint within the row. It is important that the provided equipment remain within that allocated space so as not to impact passageways between existing rows of equipment.

1.7 The Remote Management and Maintenance /Alarm terminal(s) supplied with the trunking station will be located in a State Technican facility connected by State Digital Microwave. 1.8 The State provided frequency pool in this specification is pre-rebanding efforts and therefore all of the the supplied trunking system components provided herein must be frequency agile, where necessary, to accommodate rebanding without the need to change out equipment with the possible exception of Tx Combiner harnesses.

Upon failure of the control channel, the remaining transceivers shall go into Failsoft and revert to Conventional P25 mode automatically and simultaneously retransmit with NAC encoding only those voice band transmissions received by the station receiver and decoded by the station decoder.
Systems employing a distributed C/C approach utilizing all available radio channels are deemed to “Meet Requirement” for Failsoft Mode of Operation.

Each transmit and receive channel shall be independently programmable to operate with P25 Digital Network Access Code (NAC).
Controlled Squelch

Equipment Racks.
The station and all accessories shall be mounted in vendorsupplied 19-inch wide by 7’6” tall equipment racks that conform to ANSI/EIA Standard RS310-D-1992. Equipment racks shall be Chatsworth Products, Inc. part number 46053.505 or State approved equivalent.
