The time & date of opening of the price bid shall be intimated by BCKV to the bidders whose techno-commercial bids are thus found to be qualified. The RFP document can be downloaded from www.bckv.edu.in. . 2 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV SECTION 2- ELIGIBILTY CRITERIA 1. The Bidder should be registered under the Companies Act or any other Act of State Government or Government of India for at least six years as on the date of submission of the Proposal/Bid. 2. The Bidder should have previous experience in executing similar kind of jobs covering virtual class room or audio video system. Documentary proof needs to be attached. 3. The bidder should have successfully completed: (a) One No. of similar projects (consisting of supply of audio video system) in Campus minimum value of Rs. 100 Lacs. in Govt./PSU/Educational Institutes/Hospitality industries/Private or Public Limited company. The bidder’s should have a minimum average turnover of Rs. 30 Crores in last three financial years, namely 2011-12 , 2012-13, 2013-14 The bidder’s should also submit audited balance sheet for the last three years, namely 2011-12, 2012-13 and 2013-14 along with the duly filled Annexure 3. 4. No consortium is allowed. 5. Tender specific authorization letter from the respective OEMs should be submitted along with the bid for all active components (like switching, audio video system, and projector) as well as passive components (like UTP, UPS, Racks). Any bid without meeting the mentioned criteria shall be deemed as incomplete and shall be summarily rejected. No further communications in this regard shall be entertained. The prescribed format for authorization certificate from the OEMs is under Annexure – 4. . 6. Audio video system OEM should be present in India. 7. The bidder should preferably be an ISO 9001:2000/2008 certified company. 8. The bidder need to furnish all details pertaining to his business or company in the format given in Annexure -2 and Annexure-3. SECTION 3 - INSTRUCTIONS TO BIDDERS 1. DEFINITIONS 3 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV • • • • “Purchaser” means (BCKV), KALYANI, WB “Supplier” means Successful Bidder(s), to whom the purchase order is awarded. “Bidder” means those who submit the bid. “Site” means the campus of BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV ) GENERAL INSTRUCTIONS TO BIDDERS 1. A declaration on Bidder letter head needs to be given with the Techno-commercial Bid, stating that the bidder has not been blacklisted in the past by any of the State & Central Governments/PSU/Educational Institutes across the country. 2. The bidder to inform himself fully. The bidder shall be deemed to have been satisfied himself as to the scope of the task as well as all the conditions and circumstances affecting implementing of the Project. 3. Online download: The tender documents downloaded from the BCKV website (www.bckv.edu.in). 4. Incomplete Proposals in any respect or those that are not consistent with the requirements as specified in this Request for Proposal Document or those that do not contain the Covering Letter or any other documents as per the specified formats may be considered non-responsive and liable for rejection. 5. Strict adherence to formats, wherever specified, is required. 6. All communication and information should be provided in writing and in English language. 7. No change in/or supplementary information shall be accepted once the Proposal is submitted. However, BCKV reserves the right to seek additional information and/or clarification from the Bidders, if found necessary, during the course of evaluation of the Proposal. Non submission, incomplete submission or delayed submission of such additional information or clarifications sought by BCKV, may be a ground for rejecting the Proposal. 8. The Proposal shall be evaluated as per the selection criteria specified in this RFP Document. The Financial bid of those selected bidders will be opened. 9. BCKV, reserves the right to reject any or all of the Proposals without assigning any reason whatsoever. 10. Mere submission of information does not entitle the Bidder to meet an eligibility criterion. BCKV, reserves the right to vet and verify any or all information submitted by the Bidder. 11. The Bidder shall seal the Technical Proposal and the Financial Offer separately in two envelopes, duly marking the envelopes as “TECHNICAL BID” and “FINANCIAL BID”. These envelopes shall than be sealed in single outer envelope. Any bids found to have been submitted as not in accordance to the above desired format shall be liable for rejection without any further explanation. a) The envelope of the Technical Proposal should contain: i. Covering Letter ii. Duly filled Annexure with valid documentary proof. 4 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV iii. Technical Bid All the above mentioned documents are to be kept in a single sealed envelope super-scribed with the words – “TECHNICAL BID FOR THE TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA , (Mention Last Date & Time for Submission)”. b) The envelope of the Financial Bid should contain only the Priced Bid with covering letter. This sealed envelope should be super-scribed with the words “FINANCIAL BID FOR INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHADRA KRISHI (Mention Last Date & Time for Submission)”. c) The Bidder should keep those two envelopes in a main envelope super-scribed with the words “TECHNICAL & FINANCIAL BID FOR THE TENDER FOR. INSTALLATION, VISWAVIDYALAYA COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA NOT TO BE OPENED BEFORE (Date & Time of Opening of Technical Bid)”. The covers of each envelopes thus prepared should also indicate clearly the name and address of the Bidder, to enable the Bid to be returned unopened in case it is received after the specified date and time. The Bid shall be in the prescribed format and shall be duly signed by the Bidder or a person suitably authorized to bind the Bidder to the contract. 12. All pages of the bid except un-amended printed literature/datasheets shall be initialed by the person(s) signing the Bid. The bid shall contain no interlineations, erasures or over writing except as necessary to correct errors made by the Bidder, in which case such corrections shall be initialed by the person(s) signing the bid. 13. EARNEST MONEY DEPOSIT:-NOT APPLICABLE. . 14. The bidder shall submit a copy of their TAN/PAN Certificate, Income Tax Certificate and Audited Balance Sheet of last three years. 15. BCKV does not bind itself to accept the lowest bid or any tender and reserves the right to reject any or all tenders without assigning any reason. 16.BCKV will not pay any expense or cost, whatsoever incurred by bidder for the preparation and submission of tender bids. 17. Bids/ Offers through E-mail or fax shall not be accepted. 18. Bidders have to quote for all items in the Schedule of Requirements. Skipping any item from the schedule will lead to outright rejection of the bid. Bidders will not be allowed to raise any request for consideration. 19. While giving technical quotations the bidders have to clearly show technical compliance (As per the Specification given in Section 6) of the schedule items in a tabular form, where first column has technical specifications and second has Complied/Not-Complied. Any deviations (higher or lower) must be explicitly mentioned with proper justification in a separate column. 5 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV . 20.Technical literatures should be submitted for all the active and passive components offered. Failing to this bid will be out rightly rejected. The literatures being submitted should be available on the manufacturer’s public website. 21.Bidders should submit the detailed bill of materials (un-priced) with make, model no., part nos. & quantities for all the active components offered with their techno-commercial bid. In case bidder provides illusive/incomplete details by not specifying the same (such as: Model no. for audio video system Switches, UPS, projector, etc.), their bids will be out rightly rejected. Compliance sheet for the offered products/solutions against the specification given in tender should be submitted. 22. The prices should be quoted Item-wise (as per Annexure-6.) as well as total system cost (inclusive of everything). 23. All the prices quoted should be for BCKV, WB, and India (as destination). Scope of Work 1) Successful bidder established four number virtual class room at following locations a) Lake Hall Kayani -1 no b) DR Building Kalyani -2 Nos, c) BCKV Mohanpur campus (Museum)-1 No. 2) Successful bidder supplied and installed Audio & Video recording system at above mention four locations. 3) Successful bidder supplied and installed Projector , auto slider screen , audio system like speaker, mixer , amplifier , podium ,wireless mike at BCKV Mohanpur campus 4) (Museum ) , DR Building Kalyani. Successful bidder also deputes a residential engineer for entire warranty period (Three years). Residential engineer managed the four numbers virtual class room (Location mention above), BCKV existing W-LAN, CCTV networks. 6 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV SECTION 4 – GENERAL CONDITIONS OF THE CONTRACT A. STANDARDS: The products supplied under this contract shall conform to the standards/ specifications prescribed in Section - 6 of this document. B. DELIVERY: The time allowed for the delivery of products shall be twelve (12) weeks to be calculated from date of the issuance of the formal Purchase Order from BCKV. C. COMPLETION PERIOD: The entire job of Supply, installation & Commissioning should be completed by the bidder within one month (1) months from date of inspection of the delivered products at site. D. The tender documents shall be placed in sealed cover as mentioned in procedure of submission of tender and addressed to the BCKV, WB Bids not conforming to the procedures defined above, and found to be incomplete in any respect by way of noninclusion of any document/details specified herein are liable to be rejected without assigning any reason thereof. E. RATES: The total rate which should be quoted both in figure & words must be inclusive of packing, forwarding, freight and all other incidentals charges. F. SALES TAX/VAT: The legally applicable rate of Central Sales Tax/VAT should be clearly mentioned in the price Bid. G. OTHER TAXES & DUTIES: The supplier shall be entirely responsible for all taxes likes sales tax, service tax, entry tax etc. BCKV will be issue a purchase order having separate items for supply and service. Hence no WCT will attract. H. VALIDITY OF OFFER: The offers made must remain open for acceptance for 90 (Ninety) days from the date of opening of tender. The prices quoted must be FIRM till completion of supply. I. PAYMENT TERMS: Payment for Products and Services shall be made in Indian Rupees as follows: a) On Delivery: Ninety percent (90%) of the Contract Price including all taxes of the products (excluding installation charges) shall be paid on receipt of products and upon submission of the relevant documents (invoice, Chillan, etc); J. On Final Acceptance: The remaining 10% of the supply of items and 100% of services with service tax will be released after completion of the project. K. CONSIGNEE: All stores are required to be consigned to the BCKV, WB. L. STORAGE: BCKV, WB shall provide safe and secure storage facility for all materials delivered at its campus, free of charge, until they are received by the stores department of BCKV, WB 7 TENDER FOR SUPPLY, INSTALLATION, COMMISSIONING, OF VIRTUAL CLASS ROOM AT BIDHAN CHANDRA KRISHI VISWAVIDYALAYA (BCKV M. GUARANTY/WARRANTY: The successful bidder must provide three years warranty for all equipments (except UPS battery warranty should be two years from date of installation) from the date of received of materials at BCKV, WB. . N. REJECTION OF OFFER: Tenders not conforming to the terms and conditions, technical specifications, make/models and procedures so out-lined herein are liable to be rejected summarily. O. DISCRETIONARY POWER: The Director , Directorate of Research, BCKV reserves the right to accept or reject any or all tenders without assigning any reasons thereof and also to modify in exceptional case any of the stipulated terms and conditions on merit on genuine and justified grounds if it is in the larger interest of the university. The final acceptance of the tenders rests entirely with the Director, Directorate of Research, BCKV, who does not bind himself to accept the lowest tender and/or any compromise with the quality of tender. 8 SECTION 5 – SCHEDULE OF REQUIREMENT Sino. This is for the participant to know that the video call is being recorded. 8 Live and on-demand recordings must be available for viewing on mobile devices supporting Android & IOS 9 Viewers must be able to view both data sharing and main video of live and on-demand recordings on the mobile devices. 10 The streaming/recording solution must provide support for network storage of recorded videos. 11 The streaming/recording server must support at least 500 HD web streams 12 The streaming/recording solution must allow a single recording to be streamed live in multiple bitrates. 13 Admin must be able to monitor all the ongoing video recordings on the streaming/recording solution and be able to terminate any of them. 14 The user must be able to record a video conference at the touch of a button on the codec's remot control without any administrator intervention 15 Playback of videos must be supported on the following browsers or media players 16 Playback of video must be supported on Windows/Linux or MAC/IOS operating systems: 17 The system must be capable of integrating into any LDAP environment.
