THE CHALLENGE The TETRA technology offers a lot of new features that support the field operations and ensure an efficient flow of information. New functionality and new processes come with a drawback, though: when the user competence is not developed in a systematic way, the benefits could turn into a disadvantage. The introduction of digital mobile radio involves profound changes that ought to be considered. There are new speech functions, such as group and individual calls, direct calls, emergency calls and direct mode. Moreover, new data functions have become available: text messages, status messages and data transmission suitable for different solutions. With the additional features, the daily tasks of users become more complicated than before.
Traditionally, a training course consists of conveying theoretical knowledge, supported by real devices. In a course with real devices, it is impossible to determine unambiguously, whether the trainees are indeed learning or merely participating passively. People learn differently – some need more time than others. How are the learning results to be measured? How can you make sure that all users have had enough practice, without wasting a lot of time in the process?

Simulations are used to support effective learning where the right actions are trained repeatedly to become a master in use: airplane and helicopter pilots, racing car drivers, process control operators, etc. Those simulators allow the trainee to be trained and tested until the supervisors are ready to pass him/her to the use of the real system. And even when the new features are introduced, the training with the simulator starts again. And many times the trainee is not allowed to use the real system before he/she is at acceptable level through simulator training and tests. This kind of activity can be brought to TETRA networks through TETRAsim simulators. The simulator system brings the TETRA network, the radios and the dispatchers, the applications, the organisation-specific parameters and the organisational communication plans and procedures together. It is possible to create an exact reproduction of the organisational surroundings. Permanent or temporary classrooms can be set up in different sizes. Simulator training is measurable and offers comprehensible results. The users are motivated by feedback on their learning progress. With motivated and competent network users, the substantial investment in digital mobile radio pays off and its strengths truly start to emerge.

THE TETRASIM CLASSROOM SIMULATOR CONCEPT The simulator system consists of the Trainer System, the Radio Simulators and optionally the EADS Dispatcher Simulators and the API to connect to the 3rd party applications like command and control systems, dispatchers, database applications etc. The simulator system runs on standard PC network where the simulator PC computers are connected to the Trainer System with a fixed IP address. The Trainer System is the server for the radio and API connected simulators. TETRAsim provides software licenses, installation, training of the usage of the simulator system and if

requested, a workshop of how to plan TETRA training curriculum or courses for the organization. The partner or the end customer provides the necessary hardware: the PC computers, the headsets, and other tools for the training classroom: video screens, etc. 3 3.1
THE TRAINING CONCEPT WITH THE CLASSROOM SIMULATOR The simulator modes The concept from the trainees’ point of view is very simple. He/she starts the simulator PC and can use the simulator in 4 modes: •

Free mode. Trainee can use the simulator and e.g. the simulated radio’s 3D model to get use to the simulator GUI (Graphical User Interface) and the radio buttons. You have on the screen the instructions of the simulator, guides how to use the radio simulator and the online manual or the radio. You can play around with all the features of the radio without any limitations. The benefit is that you get used to the simulator and simulated TETRA radio in a positive way – no restrictions of use and no fear during the try and error phase as the trainee doesn’t cause any problems to the live network. Individual Exercise. As a trainee, you are forced to follow the instructions and orders that the trainer system puts into your simulator’s screen. This is the most efficient way to learn the common operations: how to use the radio terminal, how to change a group and/or folder, how activate or de-activate group scanning, how to select and use different call types, how to send or receive status, and as the most important – the basis of the operational procedures in different scenarios related to trainees’ tasks in the organization. Group Exercise. As a trainee in a group and the whole group, you are forced to follow the instructions and orders that the Trainer System puts into you simulator’s screen. This is the most efficient way to learn the group communication operations. Your role in the group defines the communication protocol, procedure and actions when in action defined by the trainer based on the operational procedure of your organization. The trainee learns both how to use the radio features and the right operation procedure when using the simulator exercise. Scenario Exercise. You take an operational procedure and a scenario where you are supposed to use TETRA communication. You run this exercise completely in Free Mode or partly in Group Exercise mode. The result is that you can examine is the procedure and/or the operational plan (groups, priorities, folders, order of speech item, etc.) right or good enough for this kind of scenario. Or when you have fine tuned the procedure, you can use the simulator to train the procedure until everyone can it at the level you have decided and measured through the simulator Training Manager tools.
3.2. The trainer tools of Classroom Trainer System The trainer or trainers use the Classroom Trainer System for: • •
Defining the network configuration: fleet maps and the user radio parameters through Network Editor. Developing individual or group exercises through the use of the Educational Platform Training Design

Running, monitoring and managing the exercises through Training Manager in the Trainer System An option feature recording the voice communications in the Training Manager And as a second option feature using the map application in the Training Manager. The trainer can move mov the radios in the map according to the scenario tying together the reality of operational procedure/procedures and communication protocol/protocols.
In the following chapters the Trainer system and the radio simulators and EADS dispatcher simulators are described in more detail. At the end of this document, in chapter 7, the API and the Virtual TETRA concept is briefly described.

4.1 4.1.1
TETRASIM TECHNICAL PLATFORM The System Server The TETRAsim Trainer System has system server software that acts as the LAN server for the simulators connected to the Trainer System.
4.1.2
The Network Editor The TETRAsim Network Editor is the software where the TETRA network configuration is planned ned and implemented including talk groups and individual user names, folders, ISSI, GSSI, ITSI as well as the basic parameters for the radio.

The Trainer System The TETRAsim Trainer iner System is where the trainer can in The Training Manager page: a) Decide which network configuration is in use (the configuration is built with the Network Editor). b) Activate an exercise – either an individual or group exercise for radio type or dispatcher. c) Define how many ny simulators are in use in the exercise and shown in the Network Monitor page and which events are shown in the Network Monitor. The Network Monitor page The trainer can follow ollow with the Network Monitor the progress of any simulation in progress or stop any simulator.
4.1.4
THE TRAINER SYSTEM OPTIONS
4.1.4.1
Call recording Trainer can play back and/or store the voice file in the server of the recorded group or individual exercise’s ’s voice communication for further analysis.
4.1.4.2
Map application Trainer rainer can activate a map where the radios can be moved and the results are seen as real GPS location data ta that can either be used in the simulator exercise or sent to an AVL application connected through the TETRAsim API.

pThe The work in process is as follows: at first the trainer defines the network and the radio parameters with the Network Editor and then saves that network with a specific name. Then he/she starts to use the Training Design and the trainer has 3 choices: •

start a new individual exercise design, start a new group exercise design or open an existing exercise (either an individual or group).
Exercise design starts always through defining which network is in use. When you start the development of the individual exercise, you define the radio type for that exercise. In the group exercise design the trainer selects for each member of the group the radio (they can be different types) and how many dispatchers is in this group exercise.. After the participants of the exercise have been set, the user interface of the Training Design opens. The GUI of the Training Design is designed for easy to use. The trainer has slides in parallel as many as was defined in the previous phase if the exercise is for group communication. In the case of individual exercise, there is i only one slide column opened that is according to the selected radio. The menus of the tasks that the trainer can set for the trainee are according to the selected radio type. The focus of individual training is to train the trainee to become automatic in use of the radio – you know all the necessary features and functions of your radio by heart. In the group exercise the focus is both in efficient usage of the radio functions in the group call scenarios as well as learning the right group communication procedure.

After completing the exercise, the trainer saves the exercise and the system asks whether it loads the new exercise into the Trainer System. If the exercise is individual type, it appears in the simulators connected to the server and anyone who sits at a simulator can start to practise the developed exercise immediately. The group exercises are always started from the trainer’s workstation.

TETRASIM RADIO TERMINAL SIMULATORS TETRAsim radio terminal simulators provide full one-to-one functionality ionality with the real terminal, terminal including voice and data. Everything from network changes to emergency calls is simulated. Our simulators also include interactive manuals for the radios and short guides to their functionality. TETRASIM EADS DISPATCHER SIMULATOR TETRAsim has developed an EADS Dispatcher (DWS) look-a-like like simulator the supports the EADS release 5 system level. TETRAsim Dispatcher simulators are ideal tools for training personnel to the EADS TETRA dispatcher function. Simulators support all the features of the real dispatching stations, reaching from voice and data communication to network management. As the users of TETRA radio terminals are included in same training, the dispatcher trainees get an exceptional chance to practice network management and communication communica procedures in a safe environment. There is no need to build a separate network for each training session. Different network profiles can be compiled and used when needed. For instance network creation can be taught on one network and changing the communication rights for cross-organizational organizational communication on another.

TETRASIM API AND VIRTUAL TETRA In order to be able to use the same dispatchers as in the real TETRA network, TETRAsim has developed the API concept. Through the TETRAsim API the dispatches, dispatches, the command and control systems or applications like data base query can be connected into the simulator class room or in the simulated Virtual TETRA network. The dispatcher, the command and control system or the legacy database system uses TETRAsim sim API and gets through the API the same response as it gets when it is connected to a live TETRA network.

The result is that the agents of the command and control system can be trained train from end to end of the communication and service processes and procedures in a safe environment that simulates exactly the real TETRA network features, es, functions, fleet map, numbering, roles and names. The Virtual TETRA gives possibilities to an TETRA network operator as well as for a system house to set up a application lication demonstration, test and qualification facility or laboratory – the TETRAsim Virtual TETRA network can be configured to simulate any network configuration and the application software uses the virtual network as it would use a real one without the limitations one has in the live network.
