BENCHMARKING EXERCISE BODY WORN VIDEO CAMERAS AND SUPPORTING BACK OFFICE SOFTWARE

BENCHMARK CRITERIA
. BACKGROUND The benchmark criteria have been designed with reference to ACPO & Home Office guidance and have been modified where appropriate to meet the further requirements of forces. The original specification has been extracted from the ACPO / Home Office (2007) Guidance for the Police Use of Body Worn Video Devices Reference has also been made to ACPO / Home Office (2007) Digital Imaging Procedure ACPO / Home Office (2007) Storage, replay and disposal of Digital Evidential Images ACPO / NPIA (2007) Practice Advice on the Police Use of Digital Images The camera, microphone and video recording system will consist of a single unit. It will be capable of being operated by one person and will be worn in such a way as to allow the user to retain full mobility and to keep both hands free, offering a range of mounting options. It is intended as an overt recording system and full or partial concealment is not required. Due regard has been given to the requirements of operational policing to ensure that the equipment is practical and capable of producing evidence that can be played in a court.

Unit Is the camera a self contained unit with no wires or leads required when being worn? Does the camera have a minimum IP54 rating? Does the camera use a standard USB 2 compliant connection? If not what connection/s does it have? Does the camera include the standard Klickfast™ locking fitting? What is the unit’s adaptability for alternative mounting e.g. chest, shoulder head, car, desk? List the options available. What is the camera’s operating temperature range in Celsius? Does the camera have a clearly visible ‘recording’ indicator whilst being worn? Does the camera have a unique ID that is physically visible on the camera? What are the camera dimensions? What is the camera weight?

Recording Is the camera in focus within the range of 0.5m to infinity without adjustment? Does the camera have a horizontal field of view within the range of 90 to 130 degrees? Is the camera capable of taking still photographs? What camera frame rates are available? (N.B.12 frames per second is considered the minimum acceptable rate, 25 fps is considered standard)
CRITERIA What camera recording resolutions are available? Is the camera capable of recording audio simultaneously with video via an internal microphone? What provision has been made to ensure recording at an acceptable quality to capture evidence in low lighting conditions (night time with street lighting) What is the encoding format for video/audio recordings? What provision has been made to ensure this compression results in images of acceptable quality to capture evidence without large amounts of image artefacts e.g. in a busy moving scene? Does the recorded footage contain date and time (hrs:mins:secs) stamp in the metadata as standard format? Does the camera have a unique ID that is embedded within every video file? 4.
Functions Does the camera have a positive action on (record) / off switch? (i.e. requires a deliberate act to switch on and off). Does the camera give an audio and visual confirmation upon activation? Does the camera STOP recordings being edited or deleted by a user?

Power Does the camera have a battery charge level indicator? Can the battery(ies) be charged whilst remaining in the camera? Does the camera have an in-car charging facility? What is the battery life in standby? What is the battery life whilst recording? Please specify battery life under differing conditions if relevant

Storage Does the camera use non proprietary removable media cards?

What is the data transfer rate from a memory card to the provided software solution? 7.

CRITERIA Does the camera have an audio playback facility with a built in speaker? Does the camera have an inbuilt screen to enable video playback?
Section 2 - BWV Software BENCHMARK CRITERIA Does the software require a unique user ID (e.g. shoulder number) and password on log in/off? Does the software have a (password protected) administrator function? Does the software prompt the user to decide whether footage is evidential or non evidential? (i.e. does the footage have the potential to be used as evidence, or is it of no value). Does the software allow the user to change the status of footage from evidential to non evidential and vice versa? Does the software have a verification process which occurs after footage has been downloaded to ensure that all data has been accurately transferred? Does the software have the facility to record and amend details including: date/time of recording user ID camera ID location offender name and date of birth victim name and date of birth exhibit number case reference number crime reference number What search parameters are supported by the software? For example; date / time of recording camera ID number officer / user ID location offender name and date of birth victim name and date of birth exhibit number case reference number data identified as for long term / short term retention Does the software comply with the requirements and standards for the Data Protection Act and MOPI? Including: The software must be able to differentiate between material that is for long term or short term retention (evidential or non evidential) Non evidential material that is marked for short term retention only must be stored for a minimum of 31 days with the option of deletion after this time. Is the software capable of making copies of video to CD, DVD or to a computer file in its native format and standard domestic DVD player format?
BENCHMARK CRITERIA Does the software provide a full audit trail facility with information recorded? The audit trail must include the following items, with dates, times and user details of their creations and amendments, including: Computer ID Camera ID When data added to the system When data is reviewed When the status / metadata is amended When master copy created When working copy / copies created When data is deleted Master Copies and Working Copies, are defined below: A master copy is a bit for bit copy of the original recording, which is stored securely in line with force policy and procedures pending its production at court as an exhibit. Only in the event of any doubt being cast on the integrity of the images will the master be viewed. A working copy is the version produced from the original media for the investigation, briefings, circulation, and preparation of prosecution evidence and defence.
Once it has been confirmed that video has been transferred successfully from the camera to the computer, is the data automatically wiped from the camera so that it can be redeployed? When making a copy of video to CD, DVD or to a computer file, does the software export the surrounding metadata? Is the software able to handle simultaneous downloads? Does the software have a frame grabbing function to save stills from files in a non proprietary file format, with an ability to produce an electronic or hard copy format?
