JOB TITLE: Vice President - Information Technology and Operations EMPLOYER: Riverland Bank Inc. DEPARTMENT: Operations/IT REPORTS TO: Donna Rider EFFECTIVE DATE: 7/10/2017 SUMMARY: This person is responsible for the Bank’s communication systems, network systems, computer hardware, software. Responds to departmental requests for installations and general assistance; and acts as the primary point of contact for all aspects of technology/information. Will interface and manage third party vendors, and manage a variety of server backups and anti-virus logs. This position will be responsible for working with, and directing our third-party vendor to develop network maintenance and growth plans, keeping the executive team up to date on the latest technologies, and conceptualize/execute quality improvements. This position will also preforms all quality control tasks for all Deposit Compliance, Bank Secrecy Act (BSA) functions and requirements for compliance with the Office of Foreign Asset Control (OFAC), Anti-Money Laundering/ Enhanced Due Diligence (AML/EDD) and USA PATRIOT Act, and act as a key member of the operations team. ESSENTIAL DUTIES AND RESPONSIBILITIES: Information Technology • Provides technical support for computer hardware, software, telephones, peripherals, and networks for bank employees; responds to branch and/or department requests for assistance and installations. • Acts as a general information source to others regarding use of personal computers, related workstation hardware and software programs and equipment; telephones; responds promptly to incoming calls from network users; logs all reported incidents. • Troubleshoots a variety of problems and resolves immediately when possible; refers unsolved problems to appropriate third party vendor; monitors problems through ultimate resolution. • Work on or lead IT related projects, including requirements analysis, product and vendor due diligence. • Monitors weekly backup and anti-virus log for each network server; detects and resolves problems with backups; refers problems to supervisor or third party vendors as appropriate. • Oversees additions, changes, corrections, and physical moves of existing personal computers and telephone systems; may coordinate efforts with external vendors. • Maintains an inventory of systems including teller and device definitions, E-mail server/user list, and others as assigned; establishes and maintains accurate databases for each system. • Manage network change and adhere to technical change management procedures with All Covered and appropriate reporting levels; • Internal Vulnerability Assessment and External Penetration Testing – Identify findings on report and resolve – Bring to the Board of Directors for Approval • IT Audit – Identify findings on report and resolve – Bring to the Board of Directors for Approval • FDIC IT Exams – Identify findings on report and resolve – Bring to the Board of Directors for Approval • Responsible for developing and implementing policies and procedures, ensure IT Policies updated Deposit Compliance and Bank Secrecy Officer • Possesses a working knowledge of Bank Secrecy Regulations and Anti-Money Laundering Laws. • Makes sure that the bank’s policies and procedures are in line with all rules and regulations associated with customer deposits. • Researches questions and gray areas regarding banking rules and regulations and ensures that the institution does not break any laws. • Implements and manages new rules and regulations when they are passed by state or federal governing bodies. • Ensure that all policies and procedures are being followed precisely. • Provides regular training for newly hired employees and other banking staff, particularly when any state or federal laws change. • Initiates investigations when possible non-compliance takes place within the institution. • Provides support and assistance to outside auditors when necessary. • Work directly with Regulators and Internal Compliance Auditor, correct finding and document. • Review system reports for large cash activity • File and review the Currency Transaction Report (CTR) when needed • Complete Risk Assessment of all Commercial accounts at the time the account is opened and annually Vendor Management Program • Collaborate with business partners to identify key risks at third party providers • Perform Information Security and Business Continuity Assessments for Critical, High, and Moderate rated third party providers • Engage with third party senior management to evaluate third party risks across vendor controls (infrastructure and application) and environment • Travel to third party locations including operations centers and data centers • Develop and Write Risk Assessment Reports including identification of services, key risks, and remediation Manage Retail Banking • Ensures training and development of retail staff on bank protocol, operational processes, policies and procedures. • Support an environment that promotes providing a level of care that makes customers feel welcomed, significant and engaged. • Facilitate regular team meetings focused on sales, service and product training. Navigator • Set up and Maintenance employees profile • Review Security Control Module for updated employees – quarterly • Notify NABCO of any change i.e. new account, issues, etc. • Change interest rates for Deposit and Loans Cash Management Interface • Work with Cash Management on updated products and services as it relates to Operations. Miscellaneous • Safe Deposit • Write Deposit Policies and review annually This position will act as back-up to the following duties • Responsible for monitoring and addressing all non-post, stop pays, positive pay or NSF items daily; • Responsible for handing all ATM matters including but not limited to maintenance and disputes; • Responsible for all incoming and outgoing wire transfers are in compliance with the policy; • Review daily account maintenance requests in accordance with Bank policy and file properly; • Responsible for processing daily reports and settlements as delegated by the manager • Responsible for monitoring and processing lockbox items, new account documents and handling account exceptions; • Responsible for processing levies, garnishments and bankruptcy requests; • Responsible for processing branch capture work and for review of mobile and merchant capture deposits; • Responsible for providing back up to all other Deposit Operations Specialists • Verification check back on all deposit accounts • Perform all other duties as assigned.
