WIRELESS LOCAL AREA NETWORK (WLAN) SETUP FOR PATKAI AND KOPILI HOSTELS, TEZPUR UNIVERSITY, NAPAAM, TEZPUR-784028, ASSAM
1. 0. SCOPE OF WORK The scope of this tender is to design and implement Wireless Local Area Network (WLAN) setup in two newly accommodated hostel buildings viz. Patkai Men’s Hostel and Kopili Women’s Hostel at Tezpur University, Napaam, Tezpur (Assam). These two hostels must be finally connected to the University LAN Central Hub at the Computer Centre using Gigabit Optical Fiber Network.
The proposed hostels for WLAN are presently in finished condition and occupied by boarders. Therefore, installation and commissioning work must be accomplished with little or no disturbance to fellow boarders and with minimal damage to aesthetic beauty of the buildings.

2.0. SPECIFICATION OF WLAN Access-point-based WLAN infrastructure must be accomplished through one of three architectures: centralized controller/switch, decentralized (cloud-based) controller or intelligent mesh. The solution should be able to cover entire two hostels with stable signal strength, not less than 50%, any point in the hostel building and the clients must be able to get at least 2 Mbps of data rate during peak hours. The vendors must design the WLAN in such a way that it effectively load-balances during peak /off-peak hours with easy manageability.
2.0.1. Access Point(AP) •
The Wireless Access Point must have dual band single radio or dual radio and must able to operate in 2.4GHz and 5GHz frequency band so as to provide effective throughput and scalability in high density environment.

Should support Data Rates of up to 300 Mbps per Radio and 600 Mbps for dual radio based Access Points.

The Access Point should ensure simple, secure interoperability with other 802.11 devices and should be Wi-Fi 802.11n certified.
•
The AP should have enterprise-grade capabilities such as AP auto discovery, 802.1X authentication, role- and device-based policy enforcement, rogue AP detection and RF Management and Failover, which optimizes Wi-Fi client behavior by making sure that APs stay clear of RF interference.

The APs must have the feature of a controller in a no controller based WLAN design.
2.0.2. Management and Security •
The Management System should have the capability of automatic WLAN configuration and management functions. It should have the control, security, redundancy and reliability needed to costeffectively scale and manage the wireless network easily.
•
Wireless security must be able to monitor the RF environment to detect and locate unauthorized wireless activity, including rogue access points and RF denial of service (DoS) attacks.
•
Vendors must include NMS to manage entire proposed Wireless Networks for the hostels.
•
WLAN access, APs in a centralized, controller architecture must provide wireless intrusion protection and powerful spectrum analysis capabilities.

•
Inventory reports for wireless equipment deployed within the network (APs, Management Controllers, etc). Reports should include the hardware type, software version/ revision and location.
•
Performance Monitor like memory and CPU usage must be tracked and reported at configurable intervals. Coverage hole alarms can be generated to provide a better view of the coverage hole problems experienced by client devices.
•
Security information can be downloaded as a report and the number of rogue devices detected by each access point can be automatically listed on the summary report.
•
Clients Reports on the roaming history of all clients, the busiest clients and a list of unique clients that accessed the WLAN in a specific area for a specified duration of time can be generated.
•
Trends in client counts can be displayed in a graph Access points Traffic stream metrics for access points can be generated as a report or a graph. Access points can be reported by their location or SSID and the status of each access point by its profile listing can be reported.
•
Software upgrades should be done centrally to the Access Points and Controllers.
2.0.3. Documentation The vendor shall supply the following documents at the time of Acceptance Test:
Complete set of Technical/Operation and Maintenance Manual.
An inventory of items delivered.
Comprehensive inventory report.
Node & connectivity details.
Access Points, Controller and other equipments installation Report.
System diagram.
Certification details of Access Points, Controller and other equipments.

The bidder shall furnish a complete list of all standards and codes under which his equipment is designed, manufactured and assembled along with the bids.

3.0. TECHNICAL TERMS & CONDITIONS (a) All cabling works, both UTP and OFC, have to be done through PVC (Cap-on-Casing) conduits within buildings. Cabling work outside building premises have to be done underground using ISI marked Galvanized Iron (GI) pipes of appropriate size for both UTP and OFC cabling. (b) Underground cabling trenches should be min. 1 meter in depth from surface. Road crossing should be done using under road boring without road cutting. Cable markers at 25 meters have to be fixed over underground cable routes and properly labeled as “OFC”. (c) All UTP cabling has to be done with Category-6(CAT-6) TIA/EIA-568-B standard. (d) All cabling both UTP & FIBER should be properly and adequately documented on Information Outlets, Jack-Panels, Racks, etc. Also two hard copies of complete network diagram have to be provided after completion of work. (e) All Passive components should carry a warranty of 20(Twenty) years. Any defect or failure must be rectified by the vendor at no extra cost. (f) The equipment's to be supplied shall operate without any deviation in quality or degradation of system performance and all the parameters detailed in these specifications shall be guaranteed over the following environmental conditions. Operating Temperature: 0 degree C to 45 degree C. Humidity: 95% RH (non-condensing) (g) Any other item not mentioned above but required for successful commissioning of the proposed network must be specified in the quotation. Otherwise these will have to be provided by the vendor without any additional cost. (h) All the radio equipments, namely, Access Points / Antennas / RF Cables should all be from the same manufacturer. (i) The vendor, if necessary, must obtain clearance from Govt. or Regulatory Authority to deploy wireless devices in TU campus to operate in the specified frequency band. (j) Proposed Wireless infrastructure should be able to deliver not less than 50% of stable signal strength at any point in the hostel buildings and minimum client bandwidth not less than 2Megabit per second. (k) Any accidental damage occurred to the hostel buildings during installation work shall have to be repaired by the vendor at no additional cost. (l) Onsite hands-on training on product configuration and management for at least two people must be provided. (m) Obsolence Certificate for all of the Network/Wireless components must be provided by the OEM or System Integrator for at least 5 years. (n) All quoted rates should be valid for one year so that any additional work, if any, can be ordered on Pro-Rata basis. (o) All the quoted items must have a comprehensive warranty of one year from date of installation. (p) Comprehensive AMC rate for 2nd & 3rd year must be specified separately.

(q) Performance Bank Guarantee (BG) of 10% of the ordered value must be provided for the period of warranty.
4.0 GENERAL TERMS & CONDITIONS 1.
No separate tender paper will be issued from the office: one should only download the details from the website.

The bidder should have registered/operating office in Assam preferable in Guwahati/ Tezpur for the last 5 (five) years. Documentary evidence like up to date Trade License from Municipal Corp., Sales tax Registration, Service Tax Registration duly attested by Competent Authority should be enclosed.

Bidder should have adequate After sales Support Infrastructure in Assam and preferably in Tezpur. The details of after sales support infrastructure including manpower details should be enclosed. Labour Registration under Shops & Establishment Act in Assam should be enclosed in this regard mentioning the bidder's nature of business

The bidder should have adequate experience in implementation of LAN/ WAN Solution in Assam/ North east region. The bidder should enclose minimum 3 (three) Purchase Orders with satisfactory completion certificate in networking in the last 3 years in Assam/ NE Region (Each order value should not be less than 12 lakhs). The Purchase Orders should be supported by satisfactory after sales support certificate in current date from the competent authorities.

The rates should be quoted on FOR Tezpur University, Napaam Basis.

A non-refundable Tender Fee of Rs.1000/-(One Thousand) in the form of DD pledged in favor of Registrar, Tezpur University, payable at Tezpur.

A Call Deposit (Earnest Money) amounting 5,000/- in the form of DD pledged in favor of Registrar, Tezpur University, payable at Tezpur.

A Refundable Security Deposit in the form of DD of Rs.50,000/- pledged in favour of Registrar, Tezpur University, payable at Tezpur

The rates should be exclusive of taxes and applicable tax% should be clearly indicated.

11.
The rates should be quoted along with supporting documents of specifications and technical features and list of users.

Details of availability of after sales support will have to be furnished. After sales support directly from manufacturer and from Assam ( Guwahati / Tezpur) will be preferred.
13.
The University is exempted from paying Custom and Excise duty.
14.
Proprietary items should be quoted with sole Manufacturer/Distributorship certificate.
15.
No Advance payment will be made. However, if the item is of foreign origin, advance payment will be made either by FDD or vide LOC. In such cases 10% Performance Bank Guarantee should be submitted before issuing FDD/LOC, covering the warranty period.
16.
The University reserves the right to accept or reject any or all the quotations without assigning any reason.
17.
Applications should be forwarded to the Registrar for release of call deposit against unaccepted quotations.
